What You Will Do

Reporting to the Manager - Estimating, the Senior Estimator is responsible for preparing various types of cost estimates for all Engineering, Construction & Expansion Group (ECE) and Major Projects Group in support of the Capital Budget, as well as cost estimates for feasibility studies, pre-design reports and final engineer’s estimates for buildings and structures.  Prepares cost breakdown documents, quantity surveys, and reports on deviations from interim milestone estimates and tender results.

 

Incumbents in this job, while performing similar duties and responsibilities as incumbents in other Estimator positions, the Senior Estimator, have a greater depth of knowledge and experience and are capable of assuming more varied and/or more complex lead estimating assignments.

 

You will Perform a variety of cost estimating and associated duties for projects within the Capital Budget. This involves preparing all Class 5,4,3,2,1 estimates such as order-of-magnitude, conceptual, feasibility, pre-development, value engineering, control, definitive, Engineer’s, major change orders, claims analysis and budget estimates for all project work carried out by the ECE and Major Projects Group in support of the Capital Budget; and preparing the above described cost estimates for buildings, structures, utilities, mechanical, electrical systems, operating system elements related to rapid transit for new construction, repair and renovation projects.

 

You will a prepare various types of cost estimates by performing detailed analyses of contract specifications and drawings to identify errors, discrepancies and/or ambiguities; preparing an itemized list of contract payment items as cost breakdowns, price schedules, and upon which interim contract payments are predicated; preparing detailed quantity surveys for all trades from contract drawings and specifications; costing of construction items based on database information; preparing “basis of estimate” for inclusion into reports; providing information used in the preparation of reports justifying variations between the Engineer's Estimate, the Contractor's cost breakdown and total contract sum and preparing and maintaining current construction cost data based on historical data collection, key project metrics, benchmarking, market research, construction means and methods, construction cost indices and trends as well as application of computerized estimating system.

 

You will also assist in the development, implementation and reporting on estimate Trend Forecast; assist in the development and implementation of Work Breakdown Structure, Code of Accounts and Commodity Breakdown Structure; prepare fixed facility replacement cost reports for all Commission-owned property, buildings and structures; provide construction information to the project management teams for inclusion in construction schedules; liaise with Project Managers, Senior Project Engineers, Senior Contract Administrators,  Construction staff, Managers, other TTC Groups and external agencies, Superintendents, Supervisors and Section Heads to obtain facts and information pertinent to the performance of work; review and comment on foreign estimates to ensure accuracy, comprehensiveness and consistency within the estimating guidelines.

What Qualifications Do You Bring

  • Completion of a post secondary college diploma or university degree in the engineering technology field or related discipline or a combination of education, training and experience deemed to be equivalent.  Plus considerable working experience in a large engineering and/or general contracting and/or cost consultant firm specializing in large multi-faceted projects.
  • Extensive knowledge of, and proven skills in the application of principles, practices and procedures involved in the estimating function, including the preparation of estimates for all trades and disciplines involved in complex construction projects as they apply to the transit industry;
  • Hands on experience in the preparation of all ranges of estimates from feasibility study to definitive.
  • Holds a Professional certification with Ontario Association of Certified Engineering Technicians and Technologists (OACETT), Canadian Institute Of Quantity Surveyors (CIQS), AACE International, Project Management Institute (PMI) and/or other relevant technical association
  • Good knowledge of civil engineering technology, construction means and methods and project management principles as they apply to the transit industry;
  • Understanding of the Capital Budget process and budgeting methodology;
  • Good knowledge of cost database management principles;  
  • Exposure to multi-discipline engineering technologies and related cost data applicable to the work performed
  • Proficiency in the use of a PC and current computer software applications relevant to the work performed including Microsoft Excel, Word, PowerPoint,
  • Estimating Software & Database, Outlook, On-Srcreen Take-off with strong keyboarding skills; 
  • Ability to operate other general office equipment necessary to perform duties;
  • Excellent knowledge of grammar, punctuation and spelling; 
  • Detail oriented, and the ability to proofread and produce error-free documents;  
  • Strong interpersonal, and oral and written communication skills for frequent liaison with other sections in ECE/Major Projects Group, TTC staff, consultants, and external agencies; 
  • Good judgement; strong organizational, research and problem solving skills; 
  • Ability to handle multiple tasks concurrently, under minimal supervision, and produce quality work under time constraints; 
  • Ability to work independently and as a cooperative team player; and
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
