Location: FinDev Canada headquarters is in downtown Montreal. For the right candidate, Ottawa or Toronto will be considered, with the flexibility to work under a hybrid model (home/office).

Salary: Program Officer, Grade 17: $84,698 - $112,931 + a performance-based incentive

Position & Team Overview :

FinDev Canada’s Technical Assistance Facility plays a key role in the delivery of the institution’s overarching mandate to provide relevant and innovative financial and non-financial solutions to the private sector in emerging and developing economies. Our development impact goals include; gender equality, climate and nature action, and market development. Given the markets in which we operate, these objectives are often challenging to attain, and also associated with implementation risks. Against that context, TA offers critical support to our clients, and other private sector entities and market level stakeholders, to build the necessary capabilities to advance on the impact goals and strengthen business performance. Overall, TA allows FinDev Canada to support a more inclusive and resilient private sector that contributes to the SDGs and Paris Agreement commitments. 

 

What you’ll be doing:

·       TA Projects: Originate and manage a portfolio of client- and market-level TA projects, through all stages of the project lifecycle, including, brainstorming project ideas, defining scope and budget, preparing for TA Committee approvals, contracting, implementation, monitoring, and close-out.

·       Collaborate for Impact: Work closely with clients, partners, deal teams, and colleagues to ensure TA projects achieve their intended impact. This includes designing projects collaboratively, recommending implementation approaches and potential service providers, managing shifts during the project, providing solutions for emerging challenges, and sharing lessons learned.

·       Operational Support: Contribute to the TA Facility’s operations, including internal procedures, project management dashboard, templates, reports, budget, and other administrative matters.

·       Governance & Reporting Activities: Participate in the TA Facility’s governance activities, including recurring meetings with the TA Committee.  Prepare and contribute to reports for various audiences, including internal newsletters, updates to FinDev Canada’s Board of Directors / Senior Management, donors, etc.

·       TA Offerings: Contribute to the development of the TA Facility’s offerings for different sectors, impact areas, and market contexts, by applying learnings from existing projects, emerging best practices in the sector, and collaborating with relevant internal and external stakeholders. 

·       Monitoring, Evaluation, and Learning: Contribute to the redesign of the TA Facility’s MEL plan, including the existing Logic Model and Performance Management Framework, and identifying approaches for aggregating KPIs and lessons across projects for strategic learning and communications outputs.

 

What we are looking for:

Must haves

·       Undergraduate degree in economics, international development / relations, business management / commerce, or related fields

·       Minimum of 5+ years of experience in a similar role

·       Experience in FinDev Canada’s development impact areas (Gender Equality, Climate and Nature Action, and Market Development), and sectors (Financial Services, Agribusiness, Sustainable Infrastructure), and/or regions (Sub Saharan Africa, Latin America & the Caribbean, Indo-Pacific)

·       Experience working and building partnerships with private sector companies, and peer investors and funders, specifically in emerging markets and developing economies

·       Experience with budget management, reporting, and database management

·       Open, engaging, and persuasive communication style; strong writing, presentation and facilitation skills; ability to convey complex concepts simply

·       Strong analytical skills and attention to detail

 

Nice to haves        

·       Master’s degree in economics, international development / relations, business management / commerce, finance, or related fields.

·       Proficiency in French and/or Spanish.

·       Experience in MEL activities.
