Job Summary:

The City of Toronto is taking steps to strengthen public safety by building alternative community safety programs. This work will contribute to the implementation of the Toronto Community Crisis Service, advancing City Council's policing reform actions, and identifying further alternative models of community safety.

Working within the Social Development Division and the Community Safety and Wellbeing unit, the Senior Systems Integrator provides technical leadership and project management for the technology strategies supporting the Toronto Community Crisis Service. This role is responsible for the end-to-end lifecycle of application software and information solutions, from initial research and feasibility studies to the design, development, and implementation of complex reporting systems, including statistical data warehouses and analytical data cubes. By coordinating delivery across the Community & Social Services service area, they ensure that alternative community safety models are underpinned by robust, high-performance technology environments that meet both divisional business requirements and corporate technology standards.

Major Responsibilities:

  • Develops and implements detailed plans and recommends policies regarding program specific requirements.
  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Ensures that the project expenditures are controlled and maintained within approved budget limitations.
  • Co-ordinates the delivery of planning and development services to support the Community & Social Services Service Area's technology strategies and environments.
  • Manages and leads project teams to determine requirements, research, evaluate, design, develop and/or acquire, implement and provide technical and business support for application software and information solutions to meet Divisional and Service Area client and business requirements.
  • Develops, maintains, and enhances Divisional applications and reporting systems specific to the needs of the business requirements of the Division (e.g., statistical data warehouses, analytical data cubes).
  • Acquires and maintains progressive knowledge in the area of data analytics and the translation of this data within Business Intelligence tools.
  • Provides support for the delivery of database and high level technical services including configuration management, and database technology support for Corporate wide grants oriented technology environments and other service area technology environments as required
  • Works with Community & Social Services Divisional and Corporate Technology Services staff to determine requirements, evaluate and recommend methodologies, tools, techniques, technologies and standards used for application, database development and data management.
    Recommends and implements security and privacy practices consistent with CAP/MFIPPA and corporate standards regarding collection, storage and processing of confidential corporate and application data and information.
  • Represents Information Services/SD/C&SS as required in internal and external meetings, forums, and presentations regarding business and technical solutions, technology and methodology decisions, development and deployment directions, information policies and standards, and other management aspects as deemed as relevant and appropriate.
  • Contributes to the design, creation, development and sustainment of corporate standards for Technology Services, including formalized project management and methodology, data warehousing architecture, data modeling, metadata, change management, and application development and migration.
  • Prepares and/or supervises the preparation of various formal contractual documents such as Request for Information/Proposal/Quotation (RFI/P/Q), Statement of Work (SOW), Memorandum of Understanding (MOU) and Service Level Agreements (SLA). Provides leadership in the evaluation, selection and recommendation of technical solutions and professional services; manages vendors and contractors in the overall solution delivery process.
  • Provides senior level support of the application product installation, upgrades, configuration, account management, security administration, capacity planning and performance turning; establishes guidelines related to the operability and high availability of the application products through the identification and resolution of service or performance problems and initiates changes to enhance problem avoidance.
  • Maintains up to date knowledge of information policy requirements (e.g., privacy, cloud database policies) and their impact on technology infrastructure and other information content compliance requirements.
  • Recommends and implements technology solutions and systems accessibility requirements consistent with the Accessibility for Ontarians with Disabilities Act (AODA) and other Web Content Accessibility Guidelines (WCAG).
  • Determines requirements, researches, evaluates, and recommends purchased application packages and databases; works with senior client management to develop feasibility studies.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. 
  • Monitors and evaluates staff performance, hears grievances and recommends disciplinary action when necessary.
  • Manages hiring process for new IT staff; reviews resumes, selects candidates, creates and marks written exams and conducts final hiring interviews.
  • Provides consulting services to other units/divisions regarding the planning of necessary applications, data definitions, requirements, definitions and information accesses to meet business needs.
  • Facilitates access to and co-ordination of support services and resources between various Technology Services support groups within the C&SS Service Area and Corporate Technology Services as required to ensure the delivery of effective and consistent services to clients and the public.

 

Key Qualifications:

 

  1. University degree in Computer Science, Information Systems, Engineering, or a related discipline, or an equivalent combination of education and related extensive experience.
  2. Considerable experience with current technology, such as Oracle19, MS SQL, Websphere 9.0 and above, J2EE, Spring Framework 5 and above, REST-API, VueJS / ReactJS, HTML5, XML, Power BI and Tableau report design and development.
  3. Considerable technical background in application development, database technologies, data management, and enterprise information systems.
  4. Extensive experience managing complex IT projects and programs, ensuring alignment with business objectives, timelines, quality standards, and organizational performance goals.
  5. Extensive expertise in business intelligence, data warehousing, statistical reporting systems, analytical data cubes, and enterprise reporting platforms.
  6. Ability to provide senior-level technical oversight for application installations, upgrades, configuration, performance tuning, capacity planning, and high-availability environments.
  7. Proven experience implementing security, privacy, and information management practices related to the collection, storage, processing, and protection of sensitive data.
  8. Demonstrated ability to collaborate across divisions, service areas, and corporate technology teams to deliver consistent and effective services.
  9. Excellent oral, written, and presentation skills, with the ability to represent the organization in internal and external forums on technical, business, and policy matters.
  10. Proven ability to conduct applied research that considers emerging technologies, industry trends, legislation, and initiatives at all levels of government.
  11. Strategic mindset with the ability to recommend methodologies, tools, technologies, and standards aligned with corporate and divisional strategies.
  12. Experience leading teams in the requirements gathering, design, evaluation, development, implementation, acquisition, and support of business-critical applications.
  13. Highly developed interpersonal skills to build relationships and communicate effectively with stakeholders at all organizational levels.
  14. Analytical and problem-solving skills with the ability to continuously improve and create innovative solutions.
  15. Familiarity with relevant employment legislation including Employment Standards Act, Human Rights Act, and the Occupational Health & Safety Act.
