Job Description

As a Senior Systems Integrator PF&R (Solution Architect) specializing in designing technology solutions supporting business needs and providing architectural expertise to project delivery teams, you will provide direction, leadership and guidance to design, integrate and implement systems that support business and systems initiatives. Your specialized technical and business consulting skills and services will be applied to meet specific project needs including Business Process Reviews, Data and Application Architecture Designs and Reviews, Technical Architecture Reviews, and Technical Assessments.


Major Responsibilities:

  • Leads, facilitates and contributes to the design, creation, development and sustainment of best practices and standards for the division that support the effective implementation and sustainment of business solutions. 
  • Develops strategic direction in collaboration with business and technology partners in aid of an effective solution to business challenges.
  • Recommends policies and procedures required to manage business solutions including sustainment activities.
  • Leads, facilitates and contributes to the design, creation, development and sustainment of best practices and standards for the division that support the effective implementation and sustainment of business solutions.
  • Contributes to other supporting activities including those related to business, application, information, data and technology architectures.  including data modeling, metadata, and application development and migration.
  • Contributes to the preparation of various formal contractual documents such as Request For Information/Proposal/Quotation (RFI/P/Q), Statement Of Work (SOW), Memorandum Of Understanding(MOU) and Service Level Agreements (SLA).Supports the preparation of corporate documentation supporting project delivery including documentation related to cyber security, data governance, system architecture and alignment with corporate IT policies.
  • Contributes to the evaluation, selection and recommendation of technical solutions and professional services; manages vendors and contractors in the overall solution delivery process.
  • Identifies potential divisional initiatives to produce synergies and economies of scale, for existing and proposed solutions.
  • Negotiates with senior management, clients and various stakeholders often with competing and conflicting goals, objectives and priorities.
  • Provides assessments and recommendations of new technology trends on the effective use, acquisition and integration of technology by the Division.
  • Identifies and analyzes current business processes and practices in the context of evolving information architecture and performance measures; prepares feasibility study and recommends overall technical solutions for business initiatives and leverage existing enterprise infrastructure investments.
  • Recommends and implements security, privacy and quality assurance requirements consistent with both the Municipal Freedom of Information Privacy and Protection Act (MFIPPA), and corporate and legislated standards regarding the storage, processing and retention of confidential data.
  • Assesses and recommends scalable business and technical solutions that meet client and business requirements in the context of corporate standards, policies and procedures for information technologies and architectures. This includes determining requirements, conducting research and evaluations and supporting the obtaining of all approvals and signoffs.
  • Informs and educates senior managers, business users and technology peers on technology trends, and the effective use of business and technology solutions and information management.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and co-ordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.


Key Qualifications:

  1. Post-secondary education in Computer Science or a related discipline or the approved equivalent combination of education and/or experience.
  2. Extensive experience with IT solution development, deployment, integration and sustainment in a large-scale integrated technology solutions environment.
  3. Considerable experience in developing technology roadmaps based on the goals and objectives from business transformation and technology strategies.
  4. Effective analytical and problem-solving skills in planning and designing creative solutions to meet customer needs.
  5. Highly skilled in preparing project documentation such as business cases, market scan and assessment, fit/gap analysis, feasibility studies, detailed budget. submissions, RFP/RFI/RFQ and utilizing project management tools for planning and implementing complex projects and/or packages.
  6. Excellent leadership, facilitation, interpersonal and communication skills.
  7. Experience in architecting and/or implementing solutions based on one or more major service platforms (e.g. Salesforce, ServiceNow, Microsoft 365, AWS, Azure, GCP) is an asset.
  8. Experience in architecting and/or implementing solutions using automation with software CI/CD is an asset.
