Adecco is currently hiring a full-time Public Works Officer on behalf of our client. This is an exciting permanent opportunity for a civil engineering professional to support regulatory compliance and infrastructure projects within a dynamic transportation environment.
In this role, you will collaborate with municipalities, regulatory bodies, and internal stakeholders to ensure public works projects are completed safely, efficiently, and in compliance with all applicable regulations. You will also act as a key point of contact for regulatory agencies, supporting inspections, safety programs, and project execution related to railway crossings.

Responsibilities:
Program & Contract Management

  • Coordinate federally funded programs (e.g., at-grade crossing initiatives)

  • Manage recoverable infrastructure projects with municipalities and road authorities

  • Negotiate agreements to protect organizational interests and minimize financial risk

  • Collaborate with internal and external stakeholders to formalize contracts

  • Represent the organization in meetings with municipalities, regulators, and agencies

Municipal & Project Coordination

  • Review engineering drawings and municipal roadwork plans near rail crossings

  • Lead processes for crossing rehabilitation programs, including cost estimates

  • Partner with engineering teams to assess crossing classifications

  • Ensure recoverable costs are invoiced and collected

  • Conduct safety audits and coordinate corrective actions with stakeholders

Regulatory & Safety Compliance

  • Act as the primary contact for Transport Canada (TC) and Federal Railroad Administration (FRA)

  • Support inspections, audits, and safety improvement programs

  • Monitor and respond to regulatory deficiency notices within required timelines

Whistle & Safety Management

  • Manage anti-whistling applications with municipalities

  • Evaluate safety implications and recommend appropriate solutions

  • Coordinate mitigation measures such as fencing and other safety enhancements

Qualifications and Skills:

  • Bachelor’s Degree in Civil Engineering OR Diploma in Civil Engineering Technology

  • Minimum 2 years of civil engineering experience

  • Experience reviewing engineering drawings

  • Exposure to public infrastructure or municipal projects preferred

  • Strong analytical and problem-solving skills

  • Effective communication and stakeholder engagement abilities

  • Ability to manage multiple projects and deadlines in a fast-paced environment

  • Collaborative mindset with a focus on safety and compliance

  • Knowledge of ESG principles and sustainable practices is an asset

  • Understanding of engineering drawings, technical documentation, and memos

  • Knowledge of rail operations and regulatory frameworks is considered an asset

  • Bilingualism (English and French, written and spoken) is an asset

  • Must be legally eligible to work, and reside in Canada
