Compensation Range

$6,747.50 - $9,701.42 CAD Monthly

The Compensation Range is the span between the minimum and maximum base salary for a position. The midpoint of the range is approximately halfway between the minimum and the maximum and represents an employee that possesses full job knowledge, qualifications and experience for the position. In the normal course, employees will be hired, transferred or promoted between the minimum and midpoint of the salary range for a job.

Job Summary
The Manager, Administration & Operations’ primary role will oversee financial and personnel activities of the research team related to the day-to-day research and financial operations of the BC Injury Research and Prevention Unit (BCIRPU). Works closely with the Director on all matters of strategic planning and direction, fiscal or budget management and research administration and will oversee the planning and coordination of long-term research and quality improvement projects for the principal investigator(s). Key responsibilities include developing, managing and overseeing administrative operating policies and implementation to ensure efficiency and effectiveness; participating in School and Faculty meetings and committees; undertaking special initiatives, and performing other related duties as required; management of finances, financial operations and accountability procedures; hiring, managing, training, evaluating, terminating staff.

Organizational Status

The Operations Manager will work independently, reporting directly to the Director of BCIRPU. The Operations Manager will also communicate regularly with BCIRPU research staff members and provide counsel and guidance to BCIRPU Staff members on human resources, administrative, and financial matters.  Liaises externally with government agencies and non-profit organizations.

 

BC Injury Research and Prevention Unit (BCIRPU) has contributed to the understanding and prevention of unintentional and intentional injury in British Columbia and beyond. BCIRPU has become a leader through its many partnerships and collaborations among provincial, national and international groups. The mission of BCIRPU is to reduce the societal and economic burden of injury among all age groups in BC. BCIRPU is housed at BC Children’s Hospital and is supported by BC Children’s Hospital Research Institute, the Provincial Health Services Authority/BC Centre for Disease Control, the BC Ministry of Health and the University of British Columbia.

Work Performed

Oversees the administration of BCIRPU including personnel, financial, operational, and spatial aspects, by providing operational leadership in developing and implementing strategic plans to meet initiatives, enhance productivity and streamline business processes; directs policy development and financial management.

Administration

Provides operational leadership and collaborates with the Director on development and implementation of strategic plans.

  • Leads long-term projects and initiatives, including quality improvement and program initiatives, to meet the evolving needs of the unit.  

  • Develops and administers policy, operating procedures and provides advice to faculty and staff, in in the interpretation of university and hospital policies, and in the application to situations not covered by existing policies.

  • Authorizes the acquisition of all necessary supplies, equipment and services for the administrative functions of the unit. Ensures the latest technology/software is available for use in the unit.

  • Drafts documentation for funding agencies/grant applications, annual reports on principal supervisor(s)’ activities for various research organizations and grant applications.

  • Develops and reviews contractual agreements on behalf of the department for consulting, and research agreements on behalf of the Director.

  • Manages the preparation of conference presentations, academic manuscripts and technical reports, ensuring they are completed and submitted in a timely matter.

  • Manages the facilitation and delivery of public facing programs; Leads change initiatives for programs year to year to enhance the delivery of the program and actively seeks funding opportunities, writing grant proposals and submission of final reports, monitors program budget and authorizes expenditures.

  • Oversees BCIRPU research projects and deliverables, ensuring they are on time for completion.

  • Connect injury prevention stakeholders in B.C., profile information, collaboration and sharing opportunities between groups, disseminate and promote stakeholder map.

  • Lead the collaboration with community partners and networks to plan and coordinate the implementation of safety and injury prevention initiatives that raise awareness of safety and prevention of injury.

  • Promote injury prevention best practices, drawing on international, national and provincial evidence-based tools.

  • Develops and maintains strong working relationships with BCIRPU’s partners and key provincial and national stakeholders in areas related to injury prevention initiatives.

  • Collaborates with the Director on grants/contracts and special projects.

  • Represents BCIRPU with provincial and national partners in implementing injury prevention campaigns.

Finance

  • Manages all of BCIRPU’s external and internal grant budgets including endowment accounts, fee for service, project accounts, research grants, events and operational budgets.

  • Develops and oversees policies and procedures related to financial management.

  • Authorizes expenditures, transfers funds as necessary, prepares financial forecasts analyzing resource requirements, evaluates financial priorities, prepares final fiscal year-end financial submissions, manages the maintenance of internal records, the reconciliation of Financial Services ledger sheets, resolves discrepancies.

  • Advises faculty members with guidelines related to external and internal budget and administration of research grants.

Human Resources

  • Manages all human resources activities within the BCIRPU, including job design, recruiting, hiring, performance management, and terminating personnel.

  • Provides leadership and guidance by developing and implementing sound performance management practices; interpreting and implementing various collective agreements; ensuring practices are consistent with Agreements.

  • Provides leadership and promotes an atmosphere of team work, staff development and participation, through regular communication and scheduled staff meetings, outings and events.

  • Anticipates staffing needs, develops and maintains human resource strategies.

  • Oversee the BCIRPU’s student and volunteer training program, including BC Children’s Hospital Summer Student Research Program, and UBC Work Learn Programs.​

Consequence of Error/Judgement
Failure to manage the financial resources could result in over-expenditure of the project grants that could comprise future funding requests. Errors by this employee could have severe negative impacts on funding, employment and education, and the reputation of BCIRPU and its operating partners, including UBC. Failure to manage projects according to funding agreements and timelines could result in loss of funding and delay project completion. 
 

Supervision Received
Works independently under the broad directives from the Director. The position requires strong decision-making ability, leadership and demonstrable judgement and discretion.

Supervision Given
The incumbent selects, hires, trains, manages, allocates work to and reviews the performance of staff/students and terminates staff/students when necessary; resolves personnel problems; ensures conformity to established standards.

Minimum Qualifications

  • Undergraduate degree in a relevant discipline.  Minimum of three years of related experience, or the equivalent combination of education and experience. 

  • Willingness to respect diverse perspectives, including perspectives in conflict with one’s own

  • Demonstrates a commitment to enhancing one’s own awareness, knowledge, and skills related to equity, diversity, and inclusion

Preferred Qualifications

Undergraduate degree in a relevant discipline in the life sciences and/or business (e.g. health science, biology, neuroscience, psychology, kinesiology, commerce). At least three years’ experience working in a research group as an administrative aide or research coordinator. Knowledge and experience with clinical research, research budget management, hiring, task prioritization, project management, as well as a thorough knowledge of university systems, policies and procedures are strong assets. Familiarity with the research funding process and experience in dealing with funding agencies is necessary. Experience working with UBC Workday and/or UBC RISE are considered very valuable assets. Effective oral and written communication, interpersonal, organizational, problem-solving, multi-tasking and supervisory skills. Ability to prioritize and to meet deadlines. Ability to work both independently and within a team environment. Ability to exercise tact, discretion and judgment. Confidentiality essential.
