Job Summary
The Associate Project Manager is responsible for performing work related to the planning, design, construction, and post-construction of large capital projects. The incumbent provides high level administration and supports Project Managers working on multi-million dollar capital projects across the University. They are responsible for planning, reviewing, assessing, and coordinating components of these large projects. The Associate Project Manager may also be assigned small projects for which they will assume full project management responsibility under the guidance of a Project Manager, Senior Project Manager or Associate Director.
Organizational Status
Reporting to the Senior Project Manager or Associate Director, the Associate Project Manager is primarily responsible for supporting Project Managers, assigned to multi-million dollar capital projects managed by Infrastructure Development - Project Services, as well as their own projects. Duties include ongoing interaction and communication with clients, such as faculties and administrative departments, regulatory officials, as well as consultants and contractors. A significant part of the APMs role involves interacting and liaising with the campus community to guide the successful delivery of projects.
The nature of project management requires that numerous resource people, including staff, consultants, and contractors report to the Associate Project Manager. As construction projects vary in time and complexity, the number of such people will vary. The Associate Project Manager may have less than 10 people on a small project reporting directly and indirectly to them. The Associate Project Manager may manage up to 10 active projects at various stages of feasibility study, design and/or construction, ranging in value from $50,000 to $2.5 Million (total project budget).
Work Performed
Manages administration of the planning/timelines/implementation/close-out activities for projects including refining project requirements and developing small modules of larger project plans with support of senior members of the team.
Responsible for preparing project plans, scope documents and project charters.
Managing project status, business directions, scope changes, and milestone achievements and providing frequent updates to Senior Managers, Project Managers, and Project Coordinators
Investigating particularities of the proposed site (asbestos, environment sensitivity, location of services, space availability, etc.) and other issues that could affect the project cost, quality and timing.
Preparing and reporting on the project budget/estimate, schedule, quality and cash flow projection to the client and Project Manager and/or Senior Managers. This can sometimes be with the assistance of a cost consultant.
Ensuring that all necessary permits and approvals from Regulatory Services, fire, health, safety, and environment, and other authorities having jurisdiction, as and when required, are obtained.
Coordinating the selection and retention of design consultants.
Preparing tender packages for submission to the Procurement Officers for obtaining tenders, and recommending award of construction contracts.
Researching, obtaining quotations and arranging for the purchase of equipment, furnishings, and long-deliver-time materials to be incorporated into the project.
Ensuring all bonding, insurance certificates, proofs of WCB coverage and hazard assessments are obtained.
Monitoring the progress and performance of the work through regular construction progress meetings and presenting in the form of a regular monthly status report showing the financial, schedule and quality status.
Coordinating move-in by Client and managing the transition of responsibility from the Project Delivery Team to the Building Services Plant Operations Team as operators and maintainers of the completed work.
Receiving, negotiating and resolving any outstanding claims and issues with contractors and/or consultants.
Receiving from the design teams and/or contractors, reviewing and forwarding to Capital Planning as-built drawings, operation & maintenance manuals, and other project wrap-up documentation.
Administering and managing the enforcement of the warranties provided by the contractors and suppliers.
Managing day-to-day communications with clients; responding to escalations in client concerns and investigating and resolving such concerns related to schedule, budget, project processes, and general project queries.
Developing positive and productive working relationships across the client organization.
Ensuring the accuracy and completeness of the shared project workspace (Laserfiche).
Performing other duties as required.
Consequence of Error/Judgement
Work requires independent judgement and initiative. Makes focused decisions regarding the administrative aspects of various project assignments, through the application of basic information processing principles, theories and concepts. Work will be overseen by the Senior Project Managers, Associate Director, or assigned Project Manager(s). Judgment lapses may result in project delays and missed milestones.
Supervision Received
Reports directly to the Senior Project Manager or Associate Director. Works with a high degree of independence under the general direction from the Project Managers. The Associate Project Manager is responsible within department and University guidelines to determine what actions must be taken to achieve project goals on schedule and on budget.
Supervision Given
The Associate Project Manager is responsible for managing all resources involved in the planning, design, construction, and post-construction tasks that they are managing on each project, including consultants and contractors, and provides technical guidance for the completion of specific tasks
Minimum Qualifications
Undergraduate degree in a relevant discipline. Minimum of four years of related experience, or an equivalent combination of education and experience.

Preferred Qualifications
Undergraduate degree in a relevant discipline. Degree in Engineering, Architecture, or successful completion of an Architectural or Engineering Technician/Technologist Program with an emphasis on building or building systems technology is an asset. Familiarity working in a construction environment is required.
Experience with project coordination and management is preferred.
Experience working in an academic environment would be an asset.
Proficiency in current versions of MS Office and MS Project and the ability and desire to learn new applications and build on an existing technical proficiency with various software packages.
Strong verbal and written communication skills.
Ability to liaise with internal and external clients, resolve issues and prepare project documents as required.
Effective relationship-building skills with the ability to foster trust and confidence in our clients and build lasting relationships.
Self-starter and team player.
Ability to work effectively both independently and collaboratively within a team environment.
Attention to detail and organizational skills.
