Career Opportunity

Join our Service Planning and Scheduling team as the Specialist, Service Budget and Control. This critical role offers a meaningful opportunity to support the organization and help shape the future of transit in Toronto.

What You Will Do

Reporting to the Manager, Service Planning, you will lead the planning, preparation, monitoring, and reporting of the TTC’s service budget, including service hours, mileage and vehicle requirements. You will prepare the annual service budget and ensure transit service plans align with approved financial targets, TTC service standards, and operational realities to support informed, strategic decision‑making.

 

You will coordinate and consolidate budget inputs from internal and external stakeholders to support accurate and comprehensive service planning.

 

You will act as the primary point of contact for service budget matters within Service Planning and Scheduling and liaise with other TTC departments on budget‑related issues. You will support cross‑department collaboration to uphold TTC service standards and TTC Board priorities.

 

You will provide financial and resource analysis to support service planning and budget development, working with partners to ensure plans remain achievable within approved budgets. You will identify opportunities to improve vehicle and workforce utilization through better alignment of service levels and available resources.

 

You will track scheduled service hours, vehicles, and kilometres; monitor performance against the approved service budget; and analyze variances across service periods. You will recommend corrective actions and service alternatives to promote efficient resource use while meeting planning, scheduling, and operational requirements.

 

You will prepare reports, dashboards, and presentations for senior leadership that communicate service budget objectives, performance, risks, and emerging issues.

 

You will lead service budget meetings throughout the budget development process, gather input, and support informed decision‑making.

 

You will maintain and enhance systems, standards, procedures, and scenarios for service budget preparation and reporting, and provide guidance to staff as required.

 

As the Specialist, Service Budget and Control, you will demonstrate behaviours that support diversity, inclusion, and a respectful work and service environment that is free from discrimination and harassment. What Qualifications Do You Bring?

  • Completion of a university degree or college diploma in Finance, Urban Planning, Public Administration, Business, or a related discipline, or a combination of education and experience deemed equivalent.
  • Demonstrated experience in transit service planning, service budget management, cost control, or financial analysis, preferably in a public sector or transit environment
  • Strong knowledge of service budgeting principles, performance standards, cost control, and planning and scheduling practices
  • Proven ability to analyze complex data and translate findings into clear, actionable recommendations
  • Experience managing complex budgets, forecasts, variance analysis, and reporting in a structured environment
  • Strong analytical, problem solving, organizational, and decision-making skills
  • Excellent written, verbal, and presentation skills, with the ability to communicate effectively with senior management and cross-functional teams
  • Proficiency with Microsoft Office and data analysis tools such as Excel, Power BI, and PowerPoint
  • Ability to manage multiple priorities, meet deadlines, and work effectively in a changing environment
  • Ability to work collaboratively and demonstrate tact, diplomacy, and sound judgement
  • Knowledge of, or ability to quickly acquire, requirements under the Ontario Human Rights Code (OHRC), Accessibility for Ontarians with Disabilities Act (AODA), and TTC policies.
