Toronto Community Housing’s mandate to provide landlord services is supported through the development, delivery and evaluation of programs that respond the needs of tenants across all three regions. The Program Development and Evaluation Team is responsible for the strategic oversight of current and emerging centralized programs in the Community Safety and Support pillar. The team is responsible for ensuring the organization’s vision, mission and values are effectively conveyed and operationalized through the delivery of high quality programs to tenants.
Reporting to the Manager of Community Economic Development (CED) and Social Procurement, the Supervisor, Program Supports and Implementation is responsible for overseeing the centralized functions of the Active Living, CED, YouthWorx, IIOD and other programs in the Programs and Partnerships/PDE portfolio. The Supervisor will work with program staff to ensure that programs are in compliance with all centralized protocols, policies and reporting requirements and ensure program consistency across the regions. The Supervisor, Program Supports and Implementation will provide project management and compliance supports to the regional teams as they implement effective programs and partnerships in response to tenant needs.
What you'll do
Support and Implementation
- Support cross regional staff teams to meet key performance indicators, service standards, business processes and reporting requirements
- Support the development and implementation of data collection tools and tracking systems used to measures program outputs for the purpose of evaluation and reporting
- Provide advice and guidance to front line staff on data collection approaches and data integrity
- Monitor program budgets and ensure program staff deliver services within the respective budgetary parameters
- Work with Manager, Program Development and Evaluation to identify and coordinate training for program staff to ensure work across regions are in line with industry standards for program implementation and delivery
- In collaboration with the Manager, Program Development and Evaluation, assist in labour relations matters including grievances and progressive discipline of staff by issuing letters of expectations, verbal and written warnings
- Foster an environment of organizational development among frontline staff; participating in coaching and mentoring activities
- Build and nurture a culture of tenant centric performance excellence through communication, coaching and fair/equitable treatment of staff; promoting a safe, respectful, diverse and inclusive workplace.
- Adhere to established Human Resources policies and procedures
Program Planning and Development
- Lead the development of the centralized work planning for programs like YouthWorx with regional teams to ensure that they are in alignment with all relevant corporate policy and procedural requirements
- Work with regional teams to develop recommendations about steps required to improve efficiency and effectiveness of service delivery based on evaluations and tenant feedback
- Support partnerships and participate in the joint service planning in collaboration with supervisors, and staff from across pillars and regions
- Build and maintain working relationships with key stakeholders such as the City of Toronto, Jays Care Foundation and MLSE.
- Support the Manager, Program Development and Evaluation by providing input into the centralized program planning, development, delivery and evaluation process to ensure that program outcomes are being met
- Assist the Manager, Program Development and Evaluation in the preparation of funding proposals, business cases and resource development activities in support of tenant support initiatives
- Provide advice and support conflict resolution at a community level
- Assist in resolving Community Safety and Support issues with communities with complex issues including service integration, lack of programs, economic development and other social challenges
- Escalate unresolved or complex issues to Manager
Communication and Change Management
- Maintain clear lines of communication with regional teams about changes in policies, procedures, tools and resources to support centrally developed and regionally delivered programs
- Other responsibilities as assigned by Manager, Program Development and Evaluation
What you'll need
- Completed post-secondary education in Business Administration, Operations Management, Social Services, Health, Community Development or in a relevant discipline
- Minimum 5 years of progressive work experience in community development, social services, health, community safety/ development or related area
- Extensive experience developing and implementing a variety of social service programs for a cross section of individuals including seniors, children and youth
- Demonstrated experience in the coordination of support services, preferably in a housing context
- Experience leading and supporting projects within a project management framework with intra-divisional teams
- Knowledge of the principles, practices and techniques related to the delivery and coordination of tenant and community programs such as economic development, violence reduction and active living.
- Understanding of anti-oppression, human rights, equity and recovery frameworks and proven ability to work effectively with a diverse and vulnerable client population
- Ability to communicate effectively with a diverse tenant population in difficult situations and resolve sensitive issues
- Strong listening, verbal communication, writing, conflict resolution and presentation skills
- Ability to understand complex tenancies and the issues that affect those with social and economic vulnerability, diverse in age, race, sexual orientation, culture and ability
- Experience working and managing staff in a unionized environment
- Commitment to providing high quality tenant/customer service
- Knowledge of applicable legislation including Residential Tenancies Act, Occupational Health and Safety Act, Human Rights Code, Ontario Building Code, Fire Code, Labour Relations Act, Social Housing Reform Act, etc
