Reporting to the Assistant Director, Collaborative Research, leads and monitors the pre-award management of sponsored research contracts that require a risk analysis and assessment from a research security perspective. Provides support and assistance to researchers and to research sponsors (industry and government) to negotiate and formulate contractual research agreements with terms and conditions that are acceptable and beneficial to the university and to the researchers conducting the projects.
For this position, research security refers to the ability to identify possible risks to collaborative research through unwanted access, interference, or theft and the measures that minimize these risks and protect the inputs, processes, and products that are part of scientific research and discovery.
Provides advice and professional support to researchers in the designing, reviewing and negotiating of research contracts and agreements. Evaluates security risks associated to research contracts and act as the primary contact for liaison with external partners and government agencies to ensure compliance with all appropriate policies and regulations. Acts as a resource person and subject matter expert to the uOttawa research community on sponsor’s policies, procedures and guidelines.
In this role, your responsibilities will include:
- Negotiates, prepares and reviews contract, collaborative research and research funding agreement terms and conditions with Canadian, U.S. and foreign private sector, government departments (federal, provincial and municipal) and not-for-profit funding agencies to obtain preferred terms and conditions governing the performance of externally sponsored research and development.
- Acts as the primary liaison between Innovation Support Services (ISS) and other OVPRI services, financial services, faculties and investigators; and provides expert advice on research security-related matters for the development and management of research contracts to all stakeholders.
- Maintains an active external liaison with major research sponsors as well as an active peer and professional development network at other institutions to benchmark and share best practices, with an emphasis on research security matters.
What you will bring:
- Undergraduate degree in business, commerce or law and a minimum of ten years’ experience, or an MBA and a minimum of five years’ experience, or an equivalent combination of related education and experience;
- A minimum of 5 to 7 years of progressively responsible experience with sponsored research agreements, research management and/or intellectual property matters in an academic research setting;
- Knowledge and experience in analyzing and assessing research and innovation security issues and vulnerabilities that include but not limited to cybersecurity, intellectual property and data governance risks.
- Knowledge and experience in practices of research management normally acquired through university training, preferably at the postgraduate level in management or public administration or acquired through research management or equivalent experience;
- Knowledge of project management, budgeting, research contract law (including intellectual property, export control, insurance and indemnification matters), and familiarity with university accounting procedures is considered an asset
- Familiarity with academic research enterprise and knowledge of federal granting councils’ programs, policies and processes for collaborative research with industry, and other sponsors of university research in Canada, required;
- Familiarity with the federal government’s Safeguarding Your Research policy framework, as well as other funding agency and sponsor research security-related policies and requirements
- Excellent understanding of the university research contract portfolio, research funding and of university structure in general;
- Extensive knowledge of University policies, procedures and management systems;
- Ability to work with minimal supervision, in a team environment, under pressure with firm deadlines;
- Demonstrated capacity for budgeting and analysis using spreadsheet software systems.
- Experience using computer systems and other software such as Microsoft Office (Word, Power Point, Excel, Outlook) or equivalents.
- Familiarity with security related-regulations including but not limited to US Export Control, Canadian Controlled Goods and the EU regulations.
- Excellent interpersonal and communication skills (oral and written) in both official languages;
- Demonstrated ability to organize and prioritize effectively with exceptional time management skills;
- Demonstrated project management skills;
- Demonstrated strong knowledge on all security/safety related to contracts and to the creation of spin-offs;
- Demonstrated decision-making, problem-solving, critical thinking, analysis, risk assessment, organizational, negotiation, needs assessment and administrative skills.
