Fluor is looking for experienced Pipeline Construction Managers to provide meaningful and valuable input to our pipeline projects around the globe. Projects are in varying phases of progress, from early concept phase to front end planning, and under Construction. We are looking for individuals who can contribute value to all aspects, from front end planning and design to execution and completion. Successful candidates will have responsibilities which include, but are not limited to; providing technical expertise, managing and producing project deliverables, coordinating with stakeholders, and ensuring compliance with industry standards and regulations.
The purpose of this position initially will be to support front end planning and project set up, with future intentions to lead the project through construction. In general, manage a medium-sized engineering, procurement and construction management (EPCM) pipeline project team, oversee and direct the performance of field construction and related activities in conformance with plans, specifications, schedules, and cost estimates. This requires a good working knowledge and background of the project type/magnitude/complexity, the ability to manage complex situations through deliberate analysis and planning and see actions in terms of delivering towards longer-term goals. This role directs or supports staff in all functions necessary in their roles to meet or exceed project objectives. This position will typically be the lead person directing all construction activity for a project, including the offices and project sites; commonly serving as the Site Manager - the lead staff position responsible for and directing all activities at the site.
Key Responsibilities:
• Oversee and integrate pipeline project personnel, leading front-end planning and coordinating pipeline construction projects, including managing budgets, schedules, and resources.
• Provide technical expertise and support to project teams, including engineers, contractors, and field personnel.
• Collaborating with engineering teams to develop project plans, specifications, and designs.
• In the field, ensure compliance with industry standards, codes, and regulations, including safety and environmental requirements.
• Manage the execution of assigned project(s) in conformance with the requirements of the prime contract and company’s operating policies and procedures; lead and direct all functions necessary to execute the scope safely and efficiently.
• Manage risks associated with the execution of the work and associated mitigation efforts.
• Establish and maintain full and efficient alignment for all activities, including all functions, departments, and locations with particular focus across project phases.
• Oversee and direct all activity in strict adherence to requirements of the company Quality Program
• Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
• Develop and manage project timelines, budgets, and resources to meet project goals and objectives.
• Coordinate with internal and external stakeholders, including project owners, contractors, vendors, and regulatory agencies or their representatives.
• Provide guidance and mentorship to junior Construction personnel and team members and provide in-house technical expertise to other disciplines.
• Conduct site visits and inspections to inform design and construction, and or ensure construction activities are performed in accordance with plans and specifications.
• Monitor and report on project progress, including milestones, schedule, and budget.
• Development and maintenance of scopes of work and associated schedules
• Support Class estimate and schedule development to support investment decisions and sanctioning

• Extensive knowledge and experience in Cross Country type pipeline Construction.

• Knowledge of GIS and its application to pipeline management.
• Understand land acquisition activities and associated deliverables.
• Proficient in providing cost-effective solutions for complex pipeline Construction activities.
• Professional organizational skills and well-developed problem-solving skills
