SENIOR MANAGER, REGIONAL DEVELOPMENT SERVICES:

($111,160.00 - $130,776.00 Annually)

POSITION SUMMARY

Reporting to the Director Regional Development, the Senior Manager, Regional Development Services is responsible for managing the planning and delivery of complex and diverse social, affordable and mixed market housing, group home and specialized development projects through all project development phases (from initiation through to warranty inspection and occupancy) in the assigned region.  He/she/they conducts preliminary evaluation of development project proposals prepared by Development Managers to be submitted to Executive Committee.  The position evaluates and approves final project designs, construction specifications, cost estimates and project schedules prepared by Development Managers.  The Senior Manager provides advice for complex Non-Profit Society’s selection process for external consultants and monitors the negotiation of contracts and management of performance.  The incumbent in the position manages the due diligence reviews to ensure risks are identified and BC Housing’s interests are protected.

CANDIDATE PROFILE

The successful candidate will have the following:

EDUCATION & EXPERIENCE:

  • Bachelor’s degree in Urban Planning, Real Estate Development or other relevant field.
  • Significant project management experience related to multi-unit residential housing, including the non-profit sector.  Significant experience negotiating contracts, municipal land use entitlements, addressing real estate issues and developing partnership agreements.
  • Or an equivalent combination of education, training and experience acceptable to the Employer.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Significant knowledge of project management philosophies and practices, including project scope, budget development and management, project scheduling, quality assurance and coordination of development activities
  • Significant knowledge of multi-unit residential real estate financing and underwriting criteria.
  • Comprehensive knowledge of project and contract management processes and practices.
  • Ability to learn and understand BC Housing’s mandate, programs, policies and operating requirements.
  • Ability to develop and analyze multi-unit residential real estate capital and operating budget pro-formas.
  • Ability to plan, develop, manage, control and evaluate a portfolio of development projects requiring complex stakeholder management and coordination.
  • Ability to manage multiple issues and projects, tailor to changing priorities and re-allocate resources as necessary
  • Ability to establish and maintain effective working relationships with a variety of internal and external stakeholders including industry representatives, contracted services, government agencies (local and provincial) and BC Housing staff to accomplish objectives
  • Ability to utilize judgment in presenting issues, and provide leadership, direction and influence in facilitating appropriate courses of action
  • Ability to provide technical leadership, direction and mentorship to staff in construction and construction management philosophies and practices 
  • Ability to travel to various project sites, as required
  • Effective consultative, facilitation, consensus building, problem solving, conflict resolution and negotiation skills
  • Demonstrated planning, monitoring and reporting skills.
  • Effective communication, interpersonal, and relationship management skills
  • Effective project and leadership skills
