General Accountability
The Program Manager, as a senior-level practitioner on the forefront of advancing the Department’s and TTC’s strategic goals and objectives, manages related program initiatives with an integrated TTC and consultant team. These teams are responsible to support the coordination, implementation and management of multi-year, multi-discipline capital programs and portfolios from inception, planning, design, procurement and implementation through to close-out. Projects within the program will include yards, infrastructure and station project portfolios.
Monitors and communicates program progress against the program schedule, requirements, benefits and deliverables. Manages the development and implementation of a program management plan including program quality measures, interface management and risk management processes. Takes appropriate action to address and / or escalate major deviations. Ensures timely reporting of financial and performance results including other management issues to Senior Management as appropriate.
Extended hours may be required to meet project, program and portfolio objectives and deadlines. May be required to work or respond to emergency calls outside of normal working hours.
Key Job Functions
• Develops program management processes to facilitate the coordinated management of multiple, program related projects directed toward strategic business and organizational objectives.
• Ensures program deliverables of complex program activities to meet the TTC’s requirements.
• Builds credibility, establishes rapport and maintains communication with stakeholders at multiple levels, including those external to the organization.
• Maintains continuous alignment of program scope with strategic business objectives, and makes recommendations to modify the program to enhance effectiveness toward the business result or strategic intent.
• Ensures goals and objectives for the section of the Department are met.
• Aids in establishing effective program governance.
• Develops program business case and charter.
• Prepares, implements and monitors overall program management plan and processes including stakeholder, scope, schedule, financial, interface, etc. to facilitate the delivery of capital projects to meet the TTC’s requirements.
• Monitors and controls program scope, schedule and budget to plan and manages program cash inflows and outflows.
• Oversees the implementation of program activates as well as coordinating the activities of the Program team.
• Organizes and facilitates internal and external program and committee meetings.
• Promoting and maintaining professional working relationships and communications among stakeholders, including: staff, management, consultants and external agencies.
• Acts as a resource to provide consultation, direction, advice and guidance regarding project management issues and other complex problems/issues in a timely and accurate manner.
• Develop processes to ensure projects are managed and built to the TTC’s design standards and meet the requirements of the client group by monitoring and guiding, as necessary, the design review, construction and certification processes.
• Ensures contractual adherence to contract documents.
• Develops and implements contingency plans for the program.
• Manages risks for the program.
• Ensures projects/programs follow TTC’s policies, standards, and procedures.

• Candidate will be required to participate in the TTC Customer Service Ambassador Program.

Education and Experience
• A University Degree, or College Diploma in a related discipline, or a combination of education, training, and experience deemed to be equivalent, combined with progressive experience in the areas of project / program management of large multi-discipline projects.
• Must possess Project Management Professional (PMP) or Program Management Professional (PgMP) certification, or similar professional certification.
• A valid Province of Ontario Class G driver’s licence and use of own vehicle to travel to construction work sites.
• Certification as a Professional Engineer in the Province of Ontario (PEO) considered an asset.
Additional Requirements
• Comprehensive experience and knowledge of program management principles and practices
• Extensive knowledge and experience applying best practices, procedures, processes and principles of project, program and portfolio management methodology and governance
• Must have a thorough understanding of program management processes (i.e. scope, interface, risk, quality, schedule, financial, integrated change, benefits, procurement, resource etc.)
• Fundamental understanding of engineering principles and practices
• Must be knowledgeable of pertinent Acts and Regulations (i.e. Occupational Health & Safety Act, etc.)
• Demonstrated ability to influence and motivate others; adapt quickly to new environments; and work efficiently and effectively through stressful situations
• Experience establishing, building and maintaining collaborative relationships with various stakeholders for the purpose of meeting the corporate/program objectives
• Familiarity with computers and computer based techniques and applications related to the work
• Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
