The purpose of this position is to create and sustain a productive work culture and safe work environment in order to avoid and minimize Health, Safety, & Environmental (HSE) related problems. These problems include but are not limited to prevention of human injury, environmental degradation and unsafe working conditions/practices. This is done through health, safety and environmental training, programs, and processes with a visible and uncompromised commitment to the protection of the environment as well as the productivity of the Company’s employees.
Main Responsibilities:
• Plan and facilitate hazard studies, and write reports for PHA studies (e.g., HAZOP, What-if, HAZID, LOPA).
• Select the PHA methodology based on complexity of the process and hazards involved
• Assist in the supervision & training of junior professionals on HSE activities on large-scale Total Installed Cost (TIC) projects; duties may include but are not limited to:
o The calculation and control of HSE budgets.
o Staffing requirements and schedules.
o Preparation of certification/classification programs and the preparation of the supporting HSE documents.
o Coordination and execution of Safety Cases (SC) and support studies.
o Quantitative Risk Assessments (QRA).
o Fire Protection Specifications (FPS).
o Environmental Impact Assessments (EIA) as required by certification or regulatory entities.
• Provide guidance, assistance and advice to business lines, project management, and Company organizations through interpretation of Company HSE practices and procedures in relation to client requirements and current legislation and regulations.
• Ensure the PHA scenarios, consequences, safeguards, and recommendations are complete and correctly captured in the PHA software.
• Make decisions on engineering/scientific problems and methods relating to HSE using advanced techniques, modifications and extensions of theories, precepts and practices of the particular field, related sciences and disciplines.
• Assist with process safety and risk management consulting.
• Produce technical reports.
• Read and interpret Process and Mechanical Drawings, Cause and Effect Charts, Instrument Diagrams, etc.
• Understand and comply with all Fluor Practices and Client safety Practices and Procedures that govern the work being performed.
• Work for and support other team members and engineering personnel with specific project tasks related to Process safety.
• Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies.
• Other duties as assigned.
