This Project Contract Administration position serves as part of an assigned Project Contracts Team, with supporting guidance from Contract Project Management, including the overall commercial preparation and management starting at the development of RFP to Contract Award including Change Management and Closeout activities required for the designated services execution of the Project.
Principal Job Duties & Responsibilities
• Interfacing with team members to develop contracting strategies and schedules
• Possess a solid understanding of how Lump Sum (Fixed Priced), Unit Price and Time and Material Contracts are managed
• Possess a solid understanding of the development and administration of Unit Price Contracts
• Manage critical material orders with oversight from Contract Supervisory / Management and team support.
• Establishes and maintains pre-qualification and selection of bidders.
• Development of RFP documents and coordinating necessary project review and approvals.
• Issuance and overall management of the bidding process, including RFP explanation meetings, preparation of addenda and receipt and evaluation of proposals
• Participate/analysis bid submittals including: the negotiation of commercial sections of proposals including contract terms and conditions, coordinate technical scopes of work including interface with all project disciplines (project controls, legal services, project management, construction, engineering, finance/accounting, and client.
• Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines.
• Preparing the final contract document for execution and award.
• Perform contract management post-award activities through evaluating and status contractors’ productivity, schedule adherence, contract change management, invoicing and claims avoidance
• Perform closeout of contracts, finalize outstanding contract issues, issue of final modifications, invoices and coordinate completion of contractor performance evaluations
• Interface with all levels of the project team – and be able to represent and interface with all levels of internal and/or external management and corporate organization personnel
• Act as liaison among Fluor, Supplier, and Client, as required
• Helps coordinate technical review of paperwork with appropriate departments.
• Monitor and report supplier's performance toward completion of all deliverables in accordance with the Terms & Conditions and requirements of the Agreement.
• Organize and prioritize a variety of projects and multiple tasks in an effective and timely
manner, set priorities, and meet deadlines
• Generate documents, organize and manage files, and maintain tracking data and reports
• Maintain the highest ethical standards of Material Management professional responsibility.
• Maintain compliance with all applicable policies, procedures, and global standards
• Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies Effectively develop and apply the Core Skills to the job
• May need to travel to attend to business related matters
• Other duties as assigned.
