Main Purpose & Function
Reporting to the Associate Director, this senior Civil Engineer (CEII) position works on solid waste policy, planning and operating/capital programs and projects with a focus on landfill gas (LFG) management. The CEII takes a leadership role within the Branch, assists the Associate Director in developing practical, cost effective strategic and long term plans, develops and implements progams, is accountable to deliver complex, multi-stakeholder projects and is a technical expert in the LFG field. The CE II may also be required to provide backup coverage for the Associate Director, in their absence.
The position reports to the Associate Director, Transfer and Landfill Operations. Other key stakeholders include senior Engineering Services Staff, other City branches and departments, including Fleet Management Services, Supply Chain Management, Finance and Legal Services, etc., as well as staff with the Ministry of Environment and Climate Change Strategy, Metro Vancouver and the City of Delta.
Specific Duties & Responsibilities
- Develop and recommend practical, cost effective strategic and long range plans, operating and capital budget development/review/analysis/forecasts/risk management
- Lead external funding program applications, reporting for grants and other external funding opportunities and design and construction of works by external parties
- Lead internal and/or external multi-stakeholder groups to facilitate resolution of complex issues and challenges or to reach consensus on negotiations relating to consulting and construction contracts
- Provide leadership, direction, supervision and guidance to staff (junior engineers, engineering assistants, summer students and clerks), including assigning responsibilities, prioritizing and reviewing work, and coaching and mentoring as well as managing attendance, performance, and discipline and grievance processes
- Manage contracts for various complex and technical projects at the Landfill and Transfer Station and complex multi-stakeholder projects that require detailed analysis and implement recommendations to optimize landfill gas collection and meet environmental monitoring requirements and deliver projects on time, on scope and within budget
- Oversee and assess metrics/trends/recommendations brought forward by junior staff for reasonableness and completeness and provide direction/support to implement program improvements
- Collaborate on cross-departmental projects/initiatives and strengthen relationships with various internal and external stakeholders and represent the City in external working groups as needed
- Prepare reports, memos and presentations to support the Associate Director and deliver technical tours and presentations to regulators, international delegates, postsecondary students and industry groups on the operation of the Landfill
- Other duties/responsibilities as assigned
Qualifications
Education and Experience
- Post-secondary Degree in Applied Science or Engineer (Civil or Environmental preferred). A minimum of 6 years' experience, preferably within or related to the public sector, waste industry or an equivalent combination of education and work experience
- Previous education and/ or experience in the fields of municipal solid waste management, LFG/environmental monitoring, occupational hygiene, program and policy development and project management.
- Registration as a Professional Engineer in BC
- Previous experience supervising staff is preferred
Knowledge, Skills and Abilities:
- Knowledge of the design, construction, operation and maintenance of municipal solid waste landfills and operation of LFG collection and utilization systems (mechanical/control systems) and health and safety aspects, including working with explosive gases.
- Knowledge of occupational health and safety programs, policies and regulations relating to municipal solid waste management and specifically LFG
- Technical and financial analytical knowledge and skills
- Proficient with data management and word processing software
- Program and policy development and implementation with experience in writing policies and procedures
- Demonstrated ability to apply Project Management methodologies and tools to projects for successful completion
- Demonstrated working knowledge of EGBC’s Quality Management processes or other quality management frameworks
- Strong interpersonal, written communication and organizational skills, including excellent written and verbal communication, report writing and presentation skills
- Skills in leading, managing and supervising technical support staff, including motivating staff, dealing with conflict and managing their performance with the ability to set performance goals and coach/mentor employees towards those goals
- Knowledge of Human Resources and corporate policies, procedures, programs and practices, including attendance management, discipline and grievance management processes
- Build and maintain effective working relationships with the public, outside agencies and staff including operations
- Ability to manage large workloads, set priorities and complete work tasks and projects within deadlines
Driver’s License and Record Checks:
- A current and valid Class 5 BC Driver’s License and a Satisfactory National Safety Code driving record
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
