Who we are
The Independent Electricity System Operator (IESO) works at the centre of the province’s power system, ensuring Ontarians have access to reliable and cost-effective electricity when and where they need it. We operate the province’s electricity grid 24/7, design, run and oversee the wholesale electricity markets, and plan and prepare to meet Ontario’s electricity needs – now and into the future.
What you'll be doing
- Managing up to 5 payroll staff (Pay Services Associates and Payroll Financial Analyst)
- Deal with routine and complex personnel matters including requests relating to collective bargaining matters
- Self-initiate recommendations to management regarding personnel, personnel tools, and long-term development
- Champion and lead the group on ensuring staff have personal development actions and on raising employee engagement
- Champion and link the group’s activities to the IESO’s Values and Core Strategies
- Responsible to conduct performance review meetings with staff and provide recommended performance review scoring.
- Responsible for executing the end-to-end employee lifecycle (i.e. hiring, training, performance management, objective setting, dismissal)
- Manages accurate, timely bi-weekly payroll for 900+ union and non-union employees
- Ensures compliance with payroll legislation in accordance with Employment Standards Act, National Payroll Institute (formerly Canadian Payroll Association), Canada Revenue Agency and Service Canada, and two collective agreements and internal policies and past practices
- Ensures deductions are recorded, reconciled, and remitted correctly and on time
- Develops and implements strategic plans for payroll-related software and hardware upgrades, including testing and business continuity. Leads/participates on project teams and liaises with IT and vendor to ensure future enhancements will meet needs.
- Develops, monitors, and implements quality improvement processes and procedures collaboratively across departments
- Manages periodic payments (e.g., vacation payouts, lump sum pension payouts, general benefits account etc.).
- Manages year-end process for issuing T4s, T4As, T2200s, and reporting/submitting to the Canada Revenue Agency (CRA). Compiles and reviews summary of amounts for submission to CRA
- Ensures timely and accurate reporting to external agencies (year-end T4/T4A, ROE, etc.) as well as internal-payroll related accounting requirements, corporate reporting requirements and records management.
- Calculates year-end payroll accruals for annual financial statements and participates in annual financial statement audits, as required. Provides information and reports (including year-end) for use by Finance and other departments
- Updates systems (in conjunction with HR and IT) per changes to collective agreements and legislation, burden rates including vendor reprogramming.
- Review reconciling general ledger to payroll register and review and approve payroll-related journal entries.
- Review and approve monthly payroll reconciliations for all payroll accounts including liabilities, payroll suspense, accrued expenses, pension and other post-employment benefits.
- Review and approve retroactive pay adjustments
- Manages reporting requirements and ad-hoc reports (e.g., Public Sector Disclosure Report, employee compensation statements, SERP/OPEB payments etc.)
- Liaise with HR to review and audit final payments for terminated and retiring employees, including accumulated sick leave and vacation pay
- Liaise with internal and external stakeholders to provide information, recommendations and manage issues (HR, IT, Pension plan provider, Treasury etc.)
- Discusses deductions, calculations, legislation, payroll processes, and information maintenance with HR. Communicates with staff across the corporation regarding payroll-related issues, policies, and procedures.
- Provide analysis, assessments and recommendations for improving the efficiency, effectiveness and reliability of pay-related applications and processes
- Participates as a member of the finance management team and the departmental management team.
- In support of collective agreement bargaining, identify and assess the impact of changes both financially and to processes and provide effective recommendations to guide decision-makers who are involved in negotiations.
- Provide financial analysis in support of the collective agreement bargaining process by gathering data both internally and externally (e.g. actuary)
- Respond to Auditor requests to support interim, year-end audit and internal audits
- This position provides support to the employee and labour relations function. Deals with highly confidential employee matters and sensitive company information.
- Performs other duties as required.
What you need to succeed
- Knowledge of payroll regulations and generally accepted accounting principles.
- University Degree or College Diploma in Finance, Accounting or related field.
- Certification with teh National Payroll Institute is a strong asset.
- 10+ years of experience including:
- Experience processing payroll and for organizations with both union and non-union employees.
- Experience providing financial analysis in support of the collective agreement bargaining process by gathering data both internally and externally (eg, actuary)
- Experience calculating retroactive pay adjustments, preparing journal entries and reconciliations.
- Leadership experience is a strong asset.
- Knowledge of and ability to comply with policies, procedures, regulations, and legislation (e.g., public sector pension plans, CRA, employment standards, income tax), and collective agreements.)
- Research, analytical, and continuous improvement skills to determine goals and objectives; write procedures, policies, and guidelines; make decisions regarding daily administration and operation; organize resources to meet business and strategic plans; manage projects.
- Leadership, communication, and human relations skills to supervise, train, develop, motivate, and support staff; identify and resolve payroll issues; present issues, information, and reports/contributes to committees and project teams; respond to inquiries and complaints; assist during audits; and participate as an effective team member.
- Ability to read and understand collective agreements, letters, memos, financial information, technical proposals, by-laws, legislation, software manuals, reports, benefit legislation, financial bulletins, and professional journals and manuals.
Familiarity with payroll software (e.g. SAP, Ceridian, Kronos).

The IESO offers a hybrid work model program to most of our employees, based on business needs. Individuals participating in the program can work an average of three days per week remotely within Ontario. It also offers three flex weeks when individuals can work remotely within Ontario . When working in the office, you will be located at our Mississauga location.
