In the normal course, employees will be hired, transferred or promoted between the minimum and midpoint of the salary range for a job.

Job Summary
The Education Programs Manager provides leadership and management of the Department’s education programs, including Family Medicine, Postgraduate, Enhanced Skills, and Midwifery. You oversee program planning, delivery, and evaluation to ensure alignment with departmental priorities, accreditation standards, and institutional policies.

Key responsibilities include directing change initiatives, advising on educational policies, managing budgets and resources, and ensuring compliance with reporting and accreditation requirements. You also develop communication strategies, represent programs on committees, and collaborate with stakeholders to strengthen program quality and responsiveness.

Overall, the position combines strategic oversight, program development, financial stewardship, and accreditation compliance to advance the Department’s educational mission.

Organizational Status
The Department of Family Practice (DFP) is dedicated to educating learners, physicians, and midwives to become effective providers of patient-centered care within the context of families and communities. Recognizing the vital role of family practitioners in the health and well-being of BC’s population, the Department is committed to leadership, collaboration, inspiration, support, and innovation in all aspects of its academic, educational and clinical endeavors.

The Department of Family Practice is a large and complex department comprising 27 academic faculty, over 4500 clinical faculty, and over 120 staff and other appointees. The Department has 4 education programs, 2 academic clinics, and multiple research units and programs. The education portfolio includes the Family Medicine component of the Undergraduate Medical Education Program (years 3 & 4); the Postgraduate Family Medicine Residency Program, with over 400+ residents distributed across 23 sites throughout the province; the Enhanced Skill Program, with over 40+ residents, offering advanced training; as well as the Midwifery Program, which provides both clinical and research training. The Bachelor of Midwifery is a fully distributed entry to practice Midwifery Education Program currently delivered in Vancouver and on Vancouver Island.

Reports to the Director of Administration, Department of Family Practice. Receives direction from the Program Directors (MDUP, Postgrad, Enhanced Skill, and Midwifery), the Director of Administration, and the Head. Works closely with education leaders, administrative leaders, and other faculty and staff both within and outside of the department and faculty. The education programs manager is expected to build strong relationships with a wide variety of individuals throughout the Department, Faculty, UBC, Health Authorities, Regional sites, and other partners and stakeholders.

The administrative offices are housed at UBCV (Point Grey). DFP faculty and staff are located across numerous sites across the province, including Vancouver-Fraser, Vancouver Island, Northern BC, and the Interior. Work location is at the David Strangway Building at UBCV. Travel to local sites and other distributed sites within the Vancouver-Fraser and provincial regions for meetings and events as needed. Works a flexible schedule as needed, including flexibility of onsite workdays

Work Performed
The Education Programs of the Department include the Family Medicine component of the Undergraduate Medical Education Program, Postgraduate Education Program, Enhanced Skills Program, and Midwifery Program.

Operational/Strategic:

  • Plans, develops, and delivers the Department’s education programs, including the Family Practice residency program, the Midwifery undergraduate program, and the Bridging (IEBMP) program. Ensures program offerings, systems, and organizational practices align with the Department’s strategic priorities.

  • Champions and directs change management initiatives to address emerging educational needs and enhance the quality and responsiveness of education programs.

  • Advises on the program’s educational policies, processes, and protocols; partners with the MDUP program to administer the Family Practice component of the MD programs.

  • Develops the education portfolio’s communications strategy, exercising sound judgment to ensure messaging enhances awareness of program opportunities and developments. Collaborates closely with the Department Communications Manager to safeguard the integrity, clarity, and impact of all education-related communications.

  • Identifies and responds to evolving program priorities by leading the design and development of existing programs to meet educational goals.

  • Identifies gaps or areas of non-compliance in educational programs, particularly in areas with an accreditation risk. Develops comprehensive plans within defined timeframes to address deficiencies.

Program Management:

  • Reviews, develops, and revises educational policies and procedures for the Department’s residency, Midwifery undergraduate, and IEBMP programs. This may include areas that influence curriculum delivery, learner assessment, faculty evaluations, and learner engagement. Ensures alignment with institutional policies and departmental vision.

  • Under the broad direction of the Director of Administration, holds primary responsibility for educational program budgeting and resource planning, including financial oversight, reporting, and decision-making on resource allocation.

  • Reviews and authorizes financial transactions in accordance with budget expenditure and University policies and guidelines.

  • Leads the preparation, review, approval, and submission of required reports and documentations for education programs, ensuring all standards are met and that reporting reflects the quality and scope of departmental education programs; ensures accreditation standards and requirements are met.

  • Represents the department’s education programs on relevant committees and in institutional meetings, advocating for program needs and contributing to broader academic planning.

  • Maintains current knowledge of accreditation standards

  • Performing other leadership and related duties as required and necessary.

Consequence of Error/Judgement
As one of the largest education programs in the Faculty of Medicine, the success of the Department of Family Practice’s Education Office is essential for meeting the identified needs of both medical education (MDUP &PGME) and midwifery education, and the provincial health care sector. The position must exercise considerable judgment and initiative in decision-making, including resolving issues not clearly covered by established guidelines.  Errors could result in loss of valuable physician time, productivity, inadequate planning for key activities, and compromise Departmental integrity and growth. A high level of confidentiality and security is required in dealing with students/residents' concerns, faculty evaluation, and development and storage of records. The Education Programs Manager is a primary liaison for the Department of Family Practice’s Education Office.  Errors in judgment will impact faculty development, reputation, and program quality.  Poor planning could result in failure to meet program objectives.  The individual will be required to work independently and will need to exercise judgment in the development of relationships, program development, and management.  The position is responsible for the smooth operation of the Department of Family Practice’s Education Office, from overall operations to the province-wide development of long-range strategic plans to advance the Department’s overall education mission.

Supervision Received
Reports to the Director of Administration in the Department of Family Practice. Work independently, with oversight by, and broad direction from, the Director of Administration. Exercising extensive discretionary judgement and tact in running the Program to meet strategic direction and Program outcome. Receives direction from the Program Directors (MDUP, Postgrad, Enhanced Skill, and Midwifery), the Director of Administration, and the Head on unusual problems or matters departing radically from established practices only.

Supervision Given
Directly manages CUPE 2950 and AAPS educational programs staff. Responsible for hiring, training, managing, developing, and terminating.

Minimum Qualifications
Master’s degree in Education. Minimum of six years of related experience, or the equivalent combination of education and experience.

Preferred Qualifications

Experience in an academic environment preferred.  Demonstrated experience in educational programming including training and evaluation.  Knowledge and experience in medical student programs, project and financial management. Ability to effectively use computer programs at an intermediate level. Ability to communicate effectively verbally and in writing. Ability to analyze and interpret data, determine implications, and provide recommendations. Ability to analyze problems, identify key information and issues, and effectively resolve. Ability to effectively recruit, train, supervise, and motivate employees. Effective interpersonal and organizational skills. Ability to exercise tact and discretion. Ability to exercise initiative and sound judgment. Ability to work effectively independently and in a team environment. Ability to build cohesive, high-performing teams across diverse geographic regions. Proven track record of fostering collegiality, mutual respect, and inclusive collaboration among professionals with varied backgrounds and expertise. Availability to work flexible/extended hours to accommodate exam and meeting schedules.
