Hybrid Job: This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.
Make a difference
Reporting to the Director, Employee & Labour Relations, the Manager, Employee & Labour Relations is accountable for leading, managing and directing the Employee & Labour Relations (“ELR”) programs at Toronto Community Housing Corporation. Activities in this role include but are not limited to managing the day-to-day operations of the ELR department; building excellent relationships with staff, employees, managers, senior leadership and local bargaining agents; and collecting, maintaining and analyzing HR information systems. They are to provide specialized ELR expertise and authoritative advisory services as a member of TCHC’s management team.
What you’ll do
- Provides leadership, coaching, motivation, supervision and work direction to ELR staff to resolve complex issues and ensure the timely and effective delivery of ELR services, ensuring effective teamwork, continuous learning and high standards of work quality, customer service and organizational performance.
- Collaborates with colleagues in other functional areas of the People and Culture Division to ensure a thorough analysis and comprehensive approach to addressing ELR issues.
- Thoroughly familiar with employment and related legislation, contractual obligations and sound labour relations practices initiating, leading and implementing progressive and proactive employee and labour relations policies and programs.
- Provide strong consultative, communication, problem solving, conflict resolution skills in various areas including but not limited to all disciplinary and non-disciplinary matters, workplace investigations, complaints, collective agreement interpretation and workplace accommodations, all key in providing strategic advice to support people leaders across the organization.
- Experienced and well-versed in all things bargaining; provides expertise to develop language for Memoranda of Agreements and bargaining proposals and negotiation skills. This will mean working with the Director, Employee & Labour Relations and TCHC staff.
- Fosters a positive organizational culture that emphasizes on highly professional and ethical standards to support public service excellence.
- Provides leadership in the development of various employee and labour relations, collective agreement interpretation, and workforce planning workshops, guidelines, policies and procedures, and embrace diversity and promote a culture of inclusion.
- Responsible for the grievance, mediation and arbitration process for various employee groups, working diligently to settle issues prior to arbitration, participate in arbitrator selection, as needed and direct legal counsel in the preparation and presentation of arbitration.
- Leads the step 3 grievance process, ensuring issues are resolved in a manner consistent with collective agreement language, applicable legislation, company policies and procedures, and employee/labour relations best practices.
- Assists in the development and implementation of both employment and labour relations programs, practices, strategies, guidelines and initiatives consistent with corporate direction, legislation, policy and best practices.
- Provide strategic labour relations advice and support for Construction Trades collective agreements in the ICI and Residential sectors, including interpretation and application of CBAs, grievance and jurisdictional dispute resolution, conduct site visits, collaborate with bargaining agents, contractors, project managers, and operational leaders to address workplace issues that support effective project delivery and risk mitigation.
- Monitor emerging trends and developments within the Construction Trades sector to inform labour relations strategies and operational decision-making.
- Collects, maintains and analyzes HR information systems for workforce planning and reporting, restructuring initiatives and organizational development purposes.
- Builds and maintains appropriate, constructive working relationships with union leadership to ensure a positive labour relations environment.
- Liaises with union representatives on a wide variety of employee, collective agreement interpretation and policy issues.
- Participates as a team member on negotiation teams when negotiating collective agreements with unions.
- Mentors, coaches and provides work direction to Employee and Labour Relations Consultant, Associates, Coordinators and Assistants and provides leadership and guidance to resolve complex People and Culture issues and ensures quality in service delivery.
- Leads onboarding, orientation and training to new employees within ELR unit.
- Maintains a network of internal and external contacts to regularly benchmark and remain current on future trends and developments related to ELR.
- Acts as back-up to Director, Labour Relations and Legal Counsel as required.
What you’ll need
- Post-secondary education in a job-related professional discipline such as, Human Resources, labour relations, public administration, combined with relevant management training and experience, or an equivalent background.
- Knowledge of workplace investigations including Code and non-Code workplace harassment.
- 7 years of progressive experience in Employee & Labour Relations in a unionized environment, preferably in the broader public sector or social service sector
- Minimum 3 years in Management/Supervisory capacity or leadership role.
- Experience in the Construction & Trades Labour Relations in the ICI and Residential Sector is considered an asset
- Proficient in the use of Microsoft Word/Excel.
- Strong leadership skills and demonstrated ability to lead a high-performing team.
- Knowledge, experience and commitment to all aspects of equity, diversity and inclusion in the Labour Relations portfolio.
- Knowledge of human resource and labour relations practices, contractual obligations, collective agreements and labour and employment legislation, i.e. Employment Standards Act, Labour Relations Act, Human Rights Code, Pay Equity Act, Occupational Health and Safety Act, AODA, Workplace Safety and Insurance Act.
- Ability to strategically and constructively respond to leaders’ and employees’ needs while exercising leadership and diplomacy amongst diverse perspectives and priorities.
- Excellent conflict management, mediation and dispute resolution skills.
- Excellent ability to manage complex relationships and strong negotiation skills.
- Excellent organizational and time management skills with the ability to effectively handle a large number of issues simultaneously.
- Exceptional verbal and written communication skills.
