Reporting to the Supervisor, and working with the Engineering Technologist Technician 1 and/or the Coordinator, Transportation Services, Permits & Enforcement, the Engineering Technologist Technician 3 will assist with application review and issuance of licences/permits within the public right of way.
The Engineering Technologist Technician 3 will perform investigations, process applications, appeals and related requests for permits, respond to inquiries, surveys and analysis related to programs and projects of the City's facilities, infrastructure and movable assets.
Major Responsibilities:
- Responds to complaints and inquiries from members of the public as well as Councillors and other City staff
- Transforms information from plans into technical data for the purpose of preparing reports and/or responding to inquiries
- Creates, maintains and updates data in various databases (i.e TMMS, RACS etc.)
- Reviews and/or prepares encroachment agreements
- Prepares reports to Community Council, making recommendations based upon applicable by-law(s) and City policy, including the Use of Streets and Sidewalks, Front Yard Parking, Commercial Boulevard Parking, Ice and Snow, Anti-Idling, etc.
- Receives and processes applications for permits within the City's right of way, for Construction, Street Occupation, Encroachments, Oversize Loads (Single trip), Site Protection, Hoisting, Disposal Bins, Street Events, Front Yard and Commercial Boulevard Parking, etc., to ensure the necessary specifications are met prior to issuing the required approval or permit
- Receives and resolves telephone, email and counter inquiries pertaining to the various uses of the public right of way
- Receives and processes payments for permits, licenses and other fees
- Prepares and circulates proposals to appropriate agencies for comment and specified requirements and advises applicants on the status of their applications
- Reviews and processes applications and related plans for the construction of utilities and telecommunication services within the limits of the City right of way
- Reviews the following databases for moratorium of roads and sidewalks, to identify the street line, utilities and/or encroachments: Official Record of Highways, DMOG, iView, T.O.INview, Encroachment Tracking System
- Maintains files, plans and documents related to utility cuts and distributes permits/drawings to Engineering, Utilities and Transportation staff
- Ensures equitable and safe use of the right of way and compliance with the "Vibrant Streets" policy and design guidelines and other regulations
- Coordinates input from Transportation Standards Officers, other Divisions, Ward Councillors, utilities and BIAs
- Prepares sketches, technical designs and elevations
- Reads and interprets technical designs and elevations
- Ensures contractors are performing construction in accordance with permits, safety regulations and specifications
- Attends site meetings with contractors and City staff etc. regarding construction and encroachments within the City right of way
- May be required to troubleshoot jobsite problems
- Arranges utility stakeouts and checks drawings to ensure locations are clear
- Conducts field inspections and evaluates condition of facilities and sites
- Operates and maintains a variety of mechanical, digital, analogue, wireless, computerized and other equipment and systems in performing surveys, drafting, calculations, diagnostics, repairs, studies, etc.
- Prepares and checks map data and products using GIS software
- Prepares and edits technical drawings in CADD environment
- Collects, maintains and analyzes data and prepares reports making recommendations
Key Qualifications:
Your application must describe your qualifications as they relate to:
- Post-secondary education in an accredited Civil Engineering Technologist Program or approved equivalent combination of education and experience.
- Experience in reading and interpreting technical drawings and construction specifications.
- Experience using software such as Outlook, GIS, RACS, TMV2, TMMS, STREETview, Adobe Pro, Microstation, or other CAD-based programs, as well as Microsoft Excel, Word, PowerPoint, and Outlook.
You must also have:
- Knowledge of the principals of civil engineering or urban planning.
- Knowledge of various types of construction works including surface types and utility and telecommunication installation.
- Thorough knowledge of and the ability to interpret and apply the various by-laws and related legislation regulating the use of the public right of way.
- Ability to answer inquiries from utilities, the public, City Divisions, agencies, contractors, Councillors and technically converse verbally and in writing with engineering staff and other technical representatives.
- Ability to write correspondence and reports in a clear, concise and legible manner.
- Good interpersonal skills and ability to liaise with the public, contractors, and staff in other service areas.
- Ability to work independently and in a team setting.
- Ability to organize, plan and carry out tasks to meet deadlines.
- Ability to perform manual/computerized mathematical calculations in survey measurements, construction practices and engineering estimates.
- Knowledge of street inventory and construction requirements for the installation of underground service(s).
- Ability to work effectively under stressful situations.
- Eligibility for membership in the Ontario Association of Engineering, Technicians and Technologists (OACETT) will be an asset.
- Possession of a valid Province of Ontario Class “G” license and the ability to qualify for the City’s drivers’ permit and Provincial equipment operating permits will be an asset.
