This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.
Make a difference
We are currently searching for a dedicated and passionate individual to join our Smart Building and Energy Management (SBEM) family at Toronto Community Housing! The Program Manager is accountable for the performance of energy projects/programs including recommendations, planning, scheduling, financial performance, and resident satisfaction. You will plan, coordinate, design and deliver energy system services and solutions to internal TCHC clients.
You will collaborate with the Smart Buildings and Energy Management Unit and other TCHC Business Units in the effective delivery of all energy programs and support services required of the Energy Unit.
What you’ll do
Leadership
- Plans, coordinates, implements, inspects, evaluates energy programs/projects.
- Lead ASHRAE Level 1 and Level 2 energy audits, provide conservation measure recommendations
- Supervises, mentors, trains and directs unionized and non-unionized staff.
- Manages staff attendance: i.e. vacation requests, payroll input and monitor staffing capacity re: shifts, on call, call-out schedules.
- Coordinates with Human Resources and respective Unions to deal with grievances, conflict resolution, and other behaviours requiring remedial action.
- Participates in JHSC meetings and/or committees as required.
Financial Accountability
- Prepares, reviews, and presents business cases for approval with regards to project/program budgets.
- Create program/project budgets, including projections, tracking, adjusting and reporting costs anomalies, and reconciling costs quarter/year end.
- Provides and recommends approaches on program /project budgets to Senior Manager or designate.
- Tracks, manages and forecasts project and program budgets.
Planning and Delivery
- Coordinates all aspects of energy project delivery and staff deployment.
- Coordinates with various departments [AM, Procurement, Commercial, Development, Legal, Commercial, Resident Services, Security, Communications] at TCHC and external agencies (professional consultants, City of Toronto, utilities companies) to successfully implement assignments.
- Ensures Health and Safety compliance, conducts and executes workplace accident and injury investigations and reporting when required.
- Supervision of multi-disciplined vendors’ pool, including performance evaluations, site inspections, service procurement and delivery strategies from scope confirmation to completion.
- Prepares, reviews, confirms, recommends on assigned projects; scope of work, contract bid documents’ reviews (including service level agreements).
- Assesses operating systems, provides recommendations to replace or to repair extend life cycle, reduce/mitigate potential damages or reduction in life cycle of building energy system devices including compliance with regulatory and legislative requirements, etc.
- Prepares regular energy system status reports.
- Prepares, evaluates, and executes energy systems proposals (e.g. RFP, quote, contract review etc.) for construction, system service support as required.
- Provides sound technical expertise and recommendations.
- Implements, evaluates and recommends corporate vendor management policy and procedures.
- Establishes and maintains client communication protocols, financial reporting, progress updates, scheduling and work activities to meet/exceed contract obligations.
- Responsible for the project communication to all parties.
- Prepares, reviews, conducts progress meetings/minutes and presentations to stakeholders and public meetings.
- Develops and manages stakeholder relationships.
Reporting and Performance Metrics
- Mitigates risks to client’s assets through establishment of proven best practices and standards.
- Maintains constant liaison with FM Design & Engineering counterparts to share lessons learned at construction phase, for the purpose of improving TCHC’s standards.
- Reports on financial and energy performance indicators.
- All other related reports required by the Senior Manager.
What you will need
- College/University Degree in Energy Management, Engineering, or related field.
- Minimum 7 years proven job-related experience.
- Proven experience leading ASHRAE Level 1 and Level 2 energy audits, providing conservation measure recommendations
- Preference is made to candidates possessing professional designations such as: LEED-AP, PMP, CMVP, CEM and P. Eng.
- Experience in building automation system controls and Heating Ventilation Air Conditioning Control Strategies.
- Contract administration, tender preparation, legislative & technical knowledge; experience in developing & monitoring budget plans.
- Extensive supervisory experience in a multi-discipline work environment including unionized and non-unionized labour forces.
- Team development; mentoring, coaching,
- Design experience in related disciplines an asset.
- Architectural/Engineering, By-Law and Code enforcement, Property Management, Technical expertise in at least one of the following related disciplines: architecture, building sciences, landscape architecture, HVAC systems, roofing systems, mould/asbestos training, construction trades (i.e. plumbing, electrical, mechanical, carpentry).
- Knowledge of all relevant construction and industrial codes including OHSA, Ontario Building Code, ASHRAE Standards, Gas Code, Fire Code and local By-Laws etc.
- Sound knowledge of OSHA, Residential Tenancy Act and related legislation.
