We are looking for someone who is detail-oriented, able to manage shifting priorities and eager to meet deadlines. Ideally, you are an enthusiastic team player but able to work independently. You should have excellent written and verbal communication skills as well as a customer first approach. Our preferred candidate is analytical and has a solid understanding of payroll systems and processes. Being able to interpret policies, apply best practices and educate others is also important.
What you’ll get to do
Reporting to the Manager, Pay & Benefits, this important role is responsible for processing payroll and benefits, implementing payroll processes and procedures, performing calculations and analyzing data. This position also resolves issues related to pay, benefits and leaves and provides advice and training to employees.
Process a bi-weekly payroll for employees and quarterly payroll for Board members.
Interpret and apply taxation laws, benefits and pension legislation as required to correctly calculate and process payroll and employee deductions.
Process a variety of employee pay and benefit transactions including but not limited to timetracking and absence updates; retro calculations including calculating amounts where required; benefit updates; pension adjustments, and arrears calculations.
Process the remittance of employee deductions and employer contributions for various deductions such as CPP, EI, and Income Tax to Receiver General.
Process terminations, including determining amounts owing to BCA, processing cancellation of benefits, producing a Record of Employment, preparing Pension Plan Termination Notices and Group Life Conversion notices, garnishments etc.
Respond to internal/external client inquiries and resolve problems related to pay, benefits and leaves.
Assist with year-end balancing and reconciliation of payroll and benefit-related balance sheet accounts, and with the preparation of annual returns and documents such as T4’s, T4A’s, T4ANR’s (Non Resident Contractors) and T2200’s.
Calculate and process accounts receivable transactions related to employee payments.
Analyze and update historical information to meet internal and external financial reporting requirements including monthly financial reports for the Executive Committee, and quarterly reports for the Board.
Provide advice to BCA staff and managers on the Collective agreement, payroll policies and procedures; and adapt payroll information systems/reports in response to financial requirements.
Operate corporate payroll and management information systems, including various components and controls; monitor payroll systems to ensure effective security, detection of fraud and errors, and safeguarding of assets.
Participate in the implementation and ongoing management of the Enterprise Resource Planning systems; identify training required by users or suggest changes; implement new or modified corporate financial modules and user interfaces; analyze user requirements to address functionality deficiencies, new releases and end user input.
This position is included in the bargaining unit.
Location: Victoria, BC
Compensation: $65,466.34 - $76,927.30*
Competition Close Date: Sunday, August 18, 2024 @ 11:59PM (PST)
*The compensation range above is based on the salary schedule outlined in the CUPE 1767 Collective Agreement. Successful candidates typically start at the minimum of the range (Step 1), with the opportunity to receive an increment after 12 months of service.
What you bring to the team
Education
Degree in business, management, administration or human resources.
Certification as a Payroll Compliance Practitioner (PCP).
Candidates should be actively working towards completion as a Payroll Leadership Professional (PLP) (preferred).
Experience
Three years directly related and increasing payroll and benefits work experience/responsibility.
A combination of education and experience will be considered.
Experience with computerized payroll systems in a mid-to large sized organization.
Experience in supporting a variety of payroll, benefits, pension and leave management systems and services, etc.
Experience with interpreting and applying Collective Agreements.
Note: An equivalent combination of education and experience may be considered.
