About Financial Affairs
Financial Affairs provides financial leadership serving the University with strategic performance oversight, financial outlook analysis, and reporting. Financial Affairs manages the University’s financial internal control environment, including regulatory compliance, while also driving continuous improvement initiatives and providing change leadership.
Job Summary:
Reporting to the Senior Manager, Purchasing Resources, the incumbent leads a team of purchasing professionals responsible for sourcing products and services as required by the University community. Specifically, the incumbent is responsible for taking a strategic role in purchasing activities, liaising with University personnel and suppliers, and negotiating terms and conditions. The incumbent will procure by purchase, rental, or lease, considering quality, customer requirements, reliability of source, and urgency of need.
Human Resources:
- Direct, train, and develop purchasing staff.
- Establish work priorities and schedules
- Provide advice, guidance, and train employees on work procedures
- Establish quality and quantity standards and ensure they are met
- Discuss work performance with employees and supervisor
- Recommend disciplinary action as required
- Recommend promotions as required
- Facilitate resolutions to work-related issues (e.g., attendance or performance)
- Interview and recommend candidates for vacant positions
Supervisory:
- Provides leadership to the Procurement Specialists for the daily operations, including planning, managing, and delivering contract management and purchasing services to McMaster departments
- Assist Procurement Management in the development and implementation of Procurement policies and procedures in relation to the analytical, compliance, and operational activities of Strategic Procurement.
- Conducts training sessions and the development of training materials for stakeholders to assist with both compliance with policies and procedures, and the utilization of McMaster’s ERP (Enterprise Resource System) or MOSAIC.
- Develops internal Strategic Procurement guidelines, Procurement Specialist’s manual as a resource for performance of job function, and as a resource for business continuity.
- Source and order materials from suppliers in accordance with established policies and procedures. Purchase parts, components, materials, equipment, and services in support of administrative and research initiatives.
- Review and evaluate purchase requisitions to ensure proper authorization, accurate specifications, and adherence to legal compliance requirements.
- Obtain and analyze quotations and bids through the public tendering process; recommend the best source to meet the end user's needs, quality, and delivery deadlines. Participate as an active member on selection committees for major purchases.
- Manages complex competitive bid solicitations and evaluations (For example, bids for highly specialized research equipment).
- Recommends award of bid/proposal, ensuring decision is substantiated in accordance with procurement practice and laws.
- Provide consultative services to the McMaster community with interpretation of laws, taxes, policies, procedures, and regulations pertaining to purchasing; answer inquiries both verbally and in writing concerning office operations. (For example, CFI purchases.)
- Negotiate purchasing terms, conditions, and shipping.
- Analyze procurement activity, identify opportunities, negotiate contractual agreements in conjunction with the University's strategic direction.
- Research potential new suppliers and assess their capabilities.
- Identify potential risks of high-value goods and service contracts with long-term financial commitments.
- Identify opportunities for strategic and cooperative purchasing activities with broader public sector entities.
- Develop good buyer-supplier business relations with suppliers and service providers. Monitor performance to ensure quality of goods and services.
- Resolve conflicts concerning materials or services at the department and supplier level.
- Participate in the development of purchasing policies and procedures.
- Assist in departmental cost-saving measures or revenue generation opportunities
Qualifications
Education: Recognized professional designation, e.g., CPP (Certified Professional Purchaser)
Experience: minimum 5 years’ purchasing experience in a public sector environment
Knowledge/Skills:
- Public purchasing principles, procedures, and terminology
- Strong negotiating skills
- Knowledge of legal issues relating to contract and competitive bidding law
- Excellent communication skills: both written and verbal
- Some knowledge of import/export requirements
- Attention to detail and well-organized
- Work cooperatively and effectively in a team environment
- Excellent problem-solving and conflict resolution skills
- Sound knowledge of vendor performance issues and risk management
- Experience with 3rd Party Risk Management (ex. Reputational Risk, Trust Pair) would be an asset

This position requires that the incumbent be a highly organized, self-motivated, and driven individual who can work in a collaborative and team-oriented environment. The Purchasing Supervisor must be able to manage multiple tasks and priorities and quickly adapt to changing situations. They must possess strong leadership skills, with excellent oral and written communication skills in dealing with internal and external customers.
