The City of Toronto’s Corporate Real Estate Management Division (CREM) has embarked on a strategic initiative, ModernTO l Workplace Modernization Program, to optimize and modernize the use of the City's office real estate portfolio, while driving workplace transformation. This key initiative will reduce the number of locations and improve the overall efficiency of the office footprint. At the same time, the program will drive change to our corporate culture and foster a workplace environment that responds and adapts to the evolving needs of our employees. The program vision will integrate flexible workstyles that will enable us to work independently and collaborate more easily and accommodate various activities with individual workspaces, meeting rooms, and combinations of open and enclosed spaces for collaboration and social connection.
The Project Management Office within the CREM Division is obtaining a Professional Corporate Real Estate Service Provider to deliver the Program Management, Architecture, Engineering Design, and Construction for the ModernTO l Workplace Modernization Program through a Master Services Agreement (MSA). The Senior Project Managers (SPMs) will work closely with our Service Provider to manage and oversee the MSA Project Delivery.
Job Summary:
Reporting to the ModernTO Manager, Capital Construction Projects, the SPM plays an integral role in the delivery of the ModernTO Program. The SPM will be assigned a portfolio of work that will be delivered by the City’s Service Provider, to act as the City’s frontline representative, and key interface between the Service Provider and other city divisions and groups. The SPM will manage and the oversee project delivery, budget approvals, financial expenditure, vendor performance, procurement, reporting, approvals, and scope of work coordination.
The SPM will also manage other various capital design and construction projects for the City of Toronto.
Major Responsibilities:

Develops and implements detailed plans and recommends policies regarding program specific requirements.

Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.

Conducts research into assigned area ensuring that such research considers developments within the field, corporate policies and practices, legislation, and initiatives by other levels of government.

Ensures that the project expenditures are controlled and maintained within approved budget limitations.

Manages all aspects of design and construction projects from inception to completion with a goal to produce quality improvements to the City of Toronto portfolio of buildings.

Manages the implementation of major capital initiatives. These major capital initiatives require sensitivity to specific community needs reflecting the City's agenda.

Establishes and manages project budgets in a fiscally responsible and innovative manner to ensure adequate funding for all project phases and to control project costs and cash flows and disburse expenditures in accordance with project requirements.

Plans, organizes, manages, evaluates, and controls all project phases, strategies, and activities to manage quality, cost, and timelines, achieving a high level of customer satisfaction.

Coordinates human resources, including fee for service consultants and contractors, to ensure terms and conditions of performance contracts are met over the duration of the project. This includes, planning human resource needs, defining job duties and responsibilities, selecting qualified staff, ensuring performance, and preparing and administering contracts.

Manages client liaison and internal communications to maintain awareness of project matters of interest and concern to staff.

Works with Corporate Communications on communications of interest and concern to interest groups, the local community, and the public, to maintain the highest level of customer satisfaction.

Develops and plans project delivery options to streamline and optimize funding and schedules.

Provides technical expertise, project management skills, controlling time, scope, budget, and operational impacts of projects within the team.

Builds, maintains, and ensures positive working relations, including all correspondence with stakeholders, consultants, building inspectors, contractors and government authorities associated with assigned projects.

Adheres to the industry accepted principles for project management to develop and organize project protocols, procedures, relationships, and performance objectives to promote and achieve targets in relation to design and construction projects.

Serves as a Project Management Office representative on joint interdivisional working groups.
Key Qualifications:
Your application must describe your qualifications as they relate to:

Extensive large scale strategic project and program management experience in the area of building construction including architecture, engineering and design. Experience with Workplace Solutions or working as a Corporate Real Estate Service Provider, or as an Owner’s Representative would be considered an asset.

Experience with managing complex functional user programs and data sets along with leading change through workplace accommodation and business transformation in a complex organization.
-
Considerable experience successfully building stakeholder relationships including negotiation, facilitation, and engagement.
-
Experience with advanced procurement processes, strategic sourcing, program vendor management, audit and monitoring of KPIs/SLAs reporting out through the program delivery, including managing financial expenditures, progress payments and assigned budget.

Experience with project control, program control and monitoring activities including risk analysis, risk mitigation, project action + decision logs and change request approval reporting.

Post Secondary Education in Engineering, Architecture, Business Management, or an approved equivalent combination of education and experience. Project Management Institute Certificate (PMP) would be considered an asset.

Ability to effectively lead client and project delivery teams using negotiation, conflict resolution and problem-solving skills, and develop collaborative internal and external business relationships with divisions, agencies, and corporations.

Ability to lead projects and programs with advanced innovation, initiative, and interpersonal skills and strong focus on collaboration and teamwork.

Strong knowledge of project management principles, practices, methodologies, and technology.

Ability to work in a matrix organization, paired with skills in agility, adaptability, empathy, and motivation.

Excellent verbal and written communication and presentation skills including creating reports, presentations, briefing notes and technical documents.

Ability to prepare construction budgets and business cases in capital submission.

Ability to read and interpret in site plans, architectural, civil, mechanical, electrical, and structural, FFE drawings and specifications with a thorough knowledge of design and construction principles and practices related to building design and construction.

Demonstrated knowledge of applicable codes and government legislation such as the Occupational Health and Safety Act and its regulations, the Construction Act the National Fire Code, Ontario Building Code (OBC), Construction Standards Association (CSA), Accessibility for Ontarians with Disabilities Act (AODA), and other relevant codes and regulations.

Proficient with a variety of software packages including, MS Office (i.e. Word, Excel, Access, Visio and PowerPoint), project scheduling + tracking software and databases (i.e.MS Project, Primavera P6) and general knowledge of SAP with strong data analytics and spreadsheet abilities.

Ability to travel to various work locations and conduct site visits.
