The Strategic Enterprise Integration and Modernization Division within the City of Toronto provides business transformation and modernization across Finance and Treasury Service Area.
In this temporary role, reporting to the Senior Project Manager, the Senior Business Systems Analyst will manage and provide senior level system and software expertise and application support of complex multi-year, multi-divisional projects for the Financial Planning Division. Included is the Budget Tool Revitalization project, which sets out to replace the City of Toronto’s current existing operating and capital financial planning software with a single cloud-based solution and deliver budget modernization initiatives.
The role will be responsible to perform senior level business and system analysis functions as a key member of project teams, consisting of staff, vendors and consultants for the planning and implementation of complex, large scale programs, projects, and policy initiatives. The position will perform the lead role to achieve deliverable of providing reliable and effective business requirements collection and analysis, and to design holistic solutions encompassing development, implementation administration of technology systems, applications, equipment as well as relevant management policies, in order to optimize the use of technology in order to improve and enhance the client division’s experience.
Major Responsibilities:

Implements detailed plans and recommends policies/procedures regarding program specific requirements.

Conducts research into assigned area ensuring that such research considers developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.

Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.

Provides leadership, innovation, expert consultation, and documentation in support of all stages (Concept, Definition, Planning, and Execution) of a project or initiative.

Leads and facilitates business workshops to document future state requirements, current process pain points and identifies cost savings through benefits realization delivered through productivity gains.

Provides expertise in the documentation and elicitation of detailed business requirements and their translations into system specific context, as it relates to specific modules, and related mobile applications.

Maintains, supports, and enhances various functional aspects of the system landscape including troubleshooting of daily issues, analyzing application problems, and performing system configuration. Maintains business and technical knowledge of enterprise systems, and related mobile applications for current and upcoming technological advancements.

Initiates and conducts, in coordination with divisional business representatives, research and analysis on opportunities to employ technologies and/or process redesign to effectively deliver City services.

Prepares reports to senior management supporting recommendations on changes in technology solutions, business methods and business processes to aid in decision making.

Organizes, participates and conducts proof-of-concept initiatives and feasibility studies with client stakeholders that will assist in the determination of adopting new innovative technologies and processes to derive more efficient service delivery to support City programs and initiatives.

Develops and implements detailed project documentation and plans, performs system analysis activities, participates in the research and testing, provides contingencies, recommends resources and establishes priorities.

Manages small to mid-size strategic initiatives and projects, including leading or co-leading inter-Divisional work groups, provides work direction to team members and assessing progress against the plan.

Provides expertise in the documentation and elicitation of detailed business requirements by interviewing, documenting and facilitating business process review/re-engineering sessions with stakeholders.

Leads, facilitates and contributes to the implementation of transformational business service improvements that will lead to optimized, cost effective and innovative service delivery.

Researches, evaluates, develops and/or acquires, implements and provides technical support for enterprise software products to support business requirements.

Develops new techniques and innovative approaches to enhance system functionality and automate business processes.
-
Participates on project teams that require specialized technical expertise and leadership in areas involving system application and support. Ensures quality assurance in accordance with corporate policies and standards, ensures integrity of master data, transactional records, reports and periodic posting production runs.

Reviews and strategically prioritizes change requests to maximize benefits using available resources.

Prepares detailed design specification documents to address business gaps through new system functionality.

Identifies, documents and recommends, in coordination with project stakeholders, incremental process improvements that utilize information technology and align with architectures.

Develops requirements, business specifications, and testing documents. Performs unit testing in development and quality assurance and recommends test scenarios.

Recommends policies/procedures regarding program specific requirements, communicates change to related areas.
-
Performs business related tasks (research, impact analysis, planning, testing, coordinating, etc.) for systems upgrades, support stack applications and other related projects.

Chairs and participates in sub-committees charged with identifying the support needs of the corporation as they pertain to system modules and their related mobile applications. Represents division on cross divisional teams.

Liaises with Corporate IT, external technical resources and software vendors regarding technical issues including client refresh, backup and restore requirements and external interfaces.

Provides leadership and guidance to multiple client divisions on the use of systems.

Assists in the execution of system processes to support interfaces, reporting requirements and year-end reporting.

Contributes to the creation of unit work plan.
Key Qualifications:
-
Post-secondary education in computer science or a related discipline, and/or extensive experience working on large-scale information technology projects, or an equivalent combination of education and related experience.

Extensive experience in the documentation and elicitation of detailed business requirements, preferably financially planning business processes, and their translations into system specific context.

Extensive experience as a key member supporting enterprise transformation and modernization implementation, preferably within the public sector.

Extensive experience leading and facilitating business workshops to document future state requirements, current process pain points and identifies cost savings through benefits realization delivered through productivity gains.

Considerable experience as key member on project team (internal or external resources) with strong interpersonal skills to work independently and collaboratively with others in a multidisciplinary team setting.

Experience in managing team members and internal stakeholders, with strong skills in developing detailed design specification documents to address business gaps through new system functionality.

Ability to prepare, organize and present business cases, proposals, solutions, and budgets, or similar formal documents and statements, to various audiences, including stakeholders, clients and the public.

Ability to develop and execute strategic plans that align with organizational objectives and drive measurable results.

Exceptional communication and highly developed interpersonal and stakeholder management skills to engage, influence, and work constructively within a complex multi-stakeholder environment (e.g., elected officials, senior management, City staff and other orders of government)

Critical judgement, adaptability, and problem-solving skills to develop creative solutions to complex operational, policy and evaluation problems while fostering, supporting, and advancing innovation and/or change management from within a large organization.

Analytical skills to utilize a variety of quantitative and qualitative research methods and apply the research outcomes to projects and policies.

Ability to prioritize and complete project assignments working both independently and as apart of a team.

Project Management Professional (PMP) Certification considered an asset.

Familiarity with government legislation in occupational health and safety is essential in this role, as is the ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.
