Adecco is currently recruiting for a Senior Bilingual Evaluation Services Consultant for a 6-month on-site contract opportunity with possibility of extension. This contract opportunity is based in National Capital Region(Ottawa, ON). The successful candidate must hold a valid Secret Security Clearance.
Senior Bilingual Evaluation Services Consultant will have the following responsibilities:

• Conduct an initial kick-off meeting with the Head of Evaluation(HOE) to discuss and confirm the objectives of the assignment, expected deliverables, and timelines for the project;

• Gather and review all relevant documentation including Performance Measurement and Evaluation Committee (PMEC) Terms of Reference, plans, post-evaluation and site visit survey results, evaluation methodologies, and sample reports. There will also be an external document review, including any existing best practices within the field of Program Evaluation, interdepartmental comparisons of evaluation structures, processes / procedures, and policy documents.

• Conduct interviews with the HoE, Director of Evaluation, and Director of Professional Practices to assess the evaluation function.

• Meet with the President and the Executive Vice-President to identify their specific needs and strategic considerations related to Program Evaluation.

• Conduct interviews with senior management (selected Vice-Presidents and Directors General), along with a focus group session with employees of the Program Evaluation Division.

• Assess the CBSA’s implementation of the evaluation-related portions of the Treasury Board Policy on Results7 and the associated Directive on Results,8 as well as evaluation methodology, and budget as outlined above in the scope of work.

• Brief the HoE, Director of Evaluation, and Director of Professional Practices every two weeks on progress, observations, and findings.

• Summarize the preliminary results of the assessment, as well as the recommendations for improvement, in a presentation format to the HoE, Director of Evaluation, and Director of Professional Practices.

• Prepare a draft report for review by the HoE. Revise draft report based on the feedback received.

• Finalize report and deliver to the HoE.

• Present the final results and plans for improvement to the HoE, Director of Evaluation, and Director of Professional Practices.

• Deliver a presentation to PMEC.

Senior Bilingual Evaluation Services Consultant must meet the following mandatory requirements:

• Must have a bachelor’s degree or college diploma in Business Administration or related

• Must have a minimum of 1 evaluation-related neutral assessment within the last 10 years must have experience conducting interviews and focus groups with employees from the Program Evaluation and senior management, including at the executive level EX-02 and higher.

• Must have experience presenting the results and findings of the neutral assessment to senior management, including at the executive level EX-02 and higher.

• Must speak English and French

• Must have a valid active Secret Clearance;
