Job Summary:


As a Training & Development Coordinator within the Transportation Services Workforce Development and Planning unit, you will work with divisional management and our senior leadership team to advance the division's' strategic workforce development goals. In this exciting role, you'll lead the creation and implementation of a multi-year staff training plan that supports organizational priorities, including progress towards an eLearning environment, by conducting needs assessments, identifying skills gaps, developing and executing training, evaluating outcomes and staff performance, and supporting organizational performance improvement.


In this role, you will be reporting to the Manager, Business Support Workforce Development & Planning, and working collaboratively alongside a dynamic team to meet the Division's training and development goals. You will design, develop, coordinate, implement, deliver professional development training programs that meet the division's workforce training needs and supports continuous improvement thereof. This role will see you conducting needs assessments, executing trainings, evaluating outcomes and staff performance, and supporting organizational performance improvement.

 

Major Responsibilities:
 

Aligning training with organizational goals and objectives

Leveraging your fundamental knowledge of organizational effectiveness principles and how they relate to training and development initiatives, you'll evaluate existing training programs, align training programs with business objectives, and facilitate learning opportunities for various audiences. As you develop and deliver staff training, you'll ensure it supports quality client service, advance professional development, and administrative compliance with legislative directives and organizational systems, controls and mandates. We'll count on you to develop training curricula and tailored course plans to address the learning goals and objectives of the organization as well as stakeholders, and to develop a strategic training response that supports both the individual and the organization.

 

Sharing subject matter expertise

By conducting research and analysis, and consulting and working with organizational subject matter experts, you'll stay current with new and developing adult education and training methods and practices, emerging information technology systems in the training field, new legislation, and revised policies and procedures. As a result, you'll be ready to participate actively in project teams or working groups, providing training expertise to projects to address training, planning, implementation, development, delivery and other training services. You'll also be equipped to provide subject matter expertise and feedback to partners regarding training needs, course content, delivery methods and to create learning content for a variety of delivery methods, including instructor-led classroom training, eLearning, multimedia programs, WebEx virtual training, and other computer-aided instructional technologies.

 

Collaborating and communicating in a multi-stakeholder environment

The role of Training & Development Coordinator will see you working collaboratively on strategic business areas to support implementation of organizational initiatives and address matters pertaining to training and knowledge management (e.g., learning aids, presentations methods, communication and adult learning principles), and coordinating with our People & Equity Division regarding training relating to Occupational Health & Safety and Organizational Development and Learning. An excellent communicator, you'll also represent the Training area confidently and knowledgeably at meetings of industry stakeholders, social agencies and business organizations.

As would typically be expected of a coordinator role like this, you'll supervise, motivate and train assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, and promoting continuous learning and innovation, while providing input into, and administering, the assigned budget, and ensuring that expenditures are controlled within the approved budget. By modelling leadership behaviours in the workplace and in the training environment, you'll be instrumental in influencing staff to demonstrate our corporate values, climate and tone.

These key leadership competencies will be instrumental in supporting sectional staffing strategies, while promoting and enhancing the overall staff morale.

 

Key Qualifications

Your application must describe your qualifications as they relate to:

  1. Post-secondary education in Training & Development, Adult Education, and eLearning, or an equivalent combination of education and/or relevant experiences.
  2. Considerable experience in needs analysis and research to improving overall job performance through identified training requirements.
  3. Considerable experience designing, developing, and delivering training courses, programs and curricula (e.g., instructor-led in-class sessions, webinars, self-directed: e-learning, reference guides, readings, presentations, etc.), utilizing instructional design methodologies and adult education principles which support diversity and accessibility.
  4. Considerable experience in presenting to, and engaging with, diverse audiences and writing training business cases.
  5. Experience with applications and/or systems to develop and create eLearning training modules, including but not limited to: eLearning authoring tools (e.g., Articulate Storyline, Adobe Captivate), graphic (e.g., Photoshop), audio and video editing tools (e.g., Adobe Audition, Adobe Premiere Pro, Adobe Media Encoder), digital learning platforms and SAMs.

 

Your application should also highlight some of the following:
 

  • Possess strong written and verbal communication skills with excellent interpersonal skills to deal effectively with staff, all levels of management and internal/external service providers.
  • Analytical and critical thinking skills to evaluate (using evaluation methodologies) and make recommendations to enhance or develop new training and/or programs.
  • Developed organizational skills and project management skills with the ability to handle multiple projects simultaneously to meet established deadlines.
  • Fundamental knowledge of organizational effectiveness principles and how they relate to organizational training and development initiatives.
  • Knowledge in introducing eLearning best practices, governance frameworks/operational models and learning technology to move from a traditional learning environment to a blended learning culture, would be considered an asset.
  • Knowledge of applicable city policies, collective agreements and legislation in the areas of Employment, Occupational Health and Safety and Human Rights.
  • Expertise in using collaboration/instant messaging tools (e.g. Cisco WebEx Collaboration & Jabber) and demonstrated competence using Microsoft Office Suite.
  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.
