In this role you will lead provide expertise and advice in the areas of: initiation, analysis, design, development, implementation and sustainment of enterprise solutions. You will contribute in the development of Corporate system architectures, methodologies, standards, policies, procedures and guidelines.

 

Major Responsibilities:

Your primary responsibilities as a System Developer 1 include:

  • Perform analysis and design duties as well as programming, modelling and scripting, testing, documentation and deployment preparation.
  • Prepare needs analysis and systems design.
  • Consult with users to determine systems requirements.
  • Design, code, test, implement and maintain enterprise systems.
  • Design and develop systems that comply with access and privacy legislation.
  • Develop program specifications and documentation.
  • Provide support in designing and conducting testing of unit, system, integration, regression, performance, security, usability, optimization/configuration and coordinates user acceptance testing.
  • Participate in implementing enterprise in-house developed/custom/packaged systems and systems changes.
  • Assist in testing integrated systems to ensure system compatibility and proper functional integration.
  • Provide support in application maintenance and enhancement including implementation of vendor systems fixes and patches.
  • Participate in quality assurance on departmental and external developments.
  • Participate in developing systems interfaces between enterprise and departmental systems.
  • Participate in information and application data conversions.
  • Provide programming support to users by providing technical assistance and troubleshooting.
  • Provide documentation and instruction/training to users of system.
  • Assist in designing and developing application security interfaces to enable clients in controlling and administering access to their computer and information systems.
  • Research and evaluate hardware/software and makes recommendations.
  • Assist in preparing presentations, performing system demonstrations and system walk throughs at project review meetings.
  • Participate in the preparation of project plans providing technical expertise re: architecture, development tools, work effort estimates.
  • Contribute to project charters, statements of work and project plans, project status reports and variance explanations, risk identification and mitigation planning.
  • Support the research, investigations and recommendation of best practices for information and application services and contributes to work plans.
  • Contribute to post implementation project reviews.
  • Make recommendations to current methodologies, processes, standards, policies and guidelines improvements.
  • Participate in enterprise projects.
  • Conduct feasibility studies, business cases, RFI/P/Q's, technical reports by researching, evaluating, and recommending solutions.
  • Assist in determining user training needs.

 

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Post-secondary education in computer science or the approved equivalent combination of education and/or experience.
  2. Extensive work experience in application support and administration.
  3. Extensive work experience with the AMANDA application suite. Preferably AMANDA 4.x (client-server)
  4. Experience in database administration and development for multiple environments (development, test and production databases), including writing scripts for data conversion, creating DDL scripts for database objects (tables, indexes, roles, stored procedures, functions, triggers, batch jobs, interfaces, etc.) using Oracle 19c, PL/SQL, SQL.
  5. Experience in Oracle administration and development, including managing standard database security utilizing user accounts, privileges, profiles and role-based security.
  6. Experience in solution design, development, implementation and support in AMANDA client/server application including permitting, licensing, accounting, property and geospatial.
  7. Experience using ITIL, JIRA, Service Requests, and Oracle Database.

           

You must also have:

  • Knowledge of PowerBuilder and Crystal Reports, an asset.
  • Strong communication skills, including the ability to present and compose written documents appropriate for clients.
  • Strong customer service orientation along with a demonstrated ability to establish and maintain effective stakeholder relationships.
  • Excellent problem-solving, leadership, facilitation, presentation and interpersonal skills.
  • Ability to work effectively as a team member, collaboratively with others in a multidisciplinary team environment and independently, as required.
  • Advanced time management and estimation capabilities and ability to perform several tasks and projects concurrently.
  • Knowledge of current and emerging technologies, and skills to evaluate and recommend new technology for introduction into a complex technical environment.
  • Ability to work flexible hours including days, afternoons, nights and weekends, as required.
  • Ability to travel across various office locations within the City of Toronto, as required.
