Although the province is subjected on a regular basis to a wide variety of natural and human made incidents/disasters, a pro-active leadership approach is taken to mitigate any impacts to life, property, and the environment. The B.C. Emergency Management Structure provides the foundation for which all aspects of emergency management are conducted in B.C., including planning, preparedness, response, and recovery. The provincial integrated response structure provides for critical operational linkages between jurisdictions, and includes all stakeholders.

Emergency Management BC (EMBC) has overall responsibility for the British Columbia emergency management structure, and has access to the full resources of the province including both personnel and physical assets.  EMBC management, professional and technical staff provides leadership and coordination to fulfil planning, preparation, response and recovery responsibilities, and manage large numbers of staff and volunteers.

The Emergency Management Technician supports the British Columbia emergency management structure including planning, preparedness, response and recovery at the regional level, as well as the integration of key regional stakeholders and maintains critical linkages to local government, provincial and federal staff, First Nations, industry, volunteers and the public.   

The Emergency Management Technician assists the Regional Manager with daily operations including: search and rescue, road rescue, emergency social services and dangerous goods incidents.  As a Provincial Regional Emergency Operations Centre (PREOC) Command Staff member, the position may direct multi-disciplinary teams of staff, provincial ministries, and contractors during planning, preparedness, response and recovery.  The position assists by maintaining the operational readiness of a PREOC, including 24/7 staff availability, and participates in Temporary Emergency Assignment Management System (TEAMS) member training and exercising.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • University Degree (or higher) in a related field (e.g. Business Administration, Emergency Management, Public Administration, Natural Resource Management, etc.) PLUS 2 years directly related* experience; OR

  • Technical Diploma in a related field (e.g. Business Administration, Emergency Management, Public Administration, Natural Resource Management, etc.) PLUS 4 years directly related* experience; OR

  • An equivalent combination of education/training and related* experience may be considered.

  • Related* Experience Includes:

    • Experience in the development of procedures, standards and guidelines.

    • Experience in leading a team, addressing strategic initiatives and coordinating multi-agency committees or working groups.

    • Experience dealing with natural hazards, risk assessment and emergency response.

    • Experience working with standard computer applications (i.e. Microsoft Word, Excel, Outlook, PowerPoint).

    • Financial administration experience.

  • In addition to candidates meeting the above education and experience, preference may be given to applicants with experience in any of the following areas:

    • Experience working and engaging with First Nations communities and/or organizations.

    • Experience in the delivery of operational requirements and delivery of training programs

    • Experience with emergency software.

    • Experience and training with Incident Command System.

    • BC Emergency Management Systems (BCEMS) training.

  • Candidates must be willing and able to:

    • Work on-call and extended hours during emergency activations, including operational deployments across the province.

    • Travel to locations throughout the province.
