Adecco is currently hiring a full-time experienced Senior Strategic Advisor – Aeromedical Training Modernization to support a major transformation initiative focused on the modernization of aeromedical training capabilities within a complex defense and aviation environment.
This role is ideal for a senior consultant, project leader, defense advisor, or capability development professional with extensive experience in military aviation, training modernization, organizational design, infrastructure planning, simulation technologies, and Government project delivery frameworks.
You will play a key role in assessing current training systems, engaging stakeholders across Canada and internationally, developing modernization strategies, and providing decision-support recommendations to senior government and defense leadership.
Pay Rate: $90, 000 - $150, 000
Location: Ottawa, ON
Shift: Monday to Friday

Responsibilities:
Strategic Assessment & Discovery
Assess existing aeromedical training programs, curricula, syllabi, training volumes, throughput rates, learner profiles, and operational requirements
Document current training devices, simulation capabilities, maintenance status, lifecycle considerations, and infrastructure requirements
Review staffing models, scheduling practices, facility utilization, and operational effectiveness
Conduct interviews, workshops, focus groups, working groups, and stakeholder consultations
Develop and maintain collaboration platforms and information repositories
Stakeholder Engagement
Engage with military, aviation, medical, operational, academic, and research stakeholders across Canada and allied nations
Coordinate discussions with military wings, training establishments, instructors, aeromedical specialists, researchers, and industry partners
Conduct site visits to training facilities, simulation centres, and aeromedical training environments
Gather user feedback, lessons learned, operational requirements, and best practices
Requirements Analysis & Modernization Planning
Define operational, training, medical, technology, infrastructure, and information management requirements
Analyze current-state capabilities and identify deficiencies, gaps, risks, and opportunities
Develop and evaluate multiple modernization options and future-state delivery models
Assess cost, schedule, operational readiness, sustainability, and implementation risks associated with each option
Develop recommendations for simulation technologies, XR/VR/AR capabilities, learning analytics, and digital training platforms
Future-State Design
Develop recommendations for:
Aeromedical training systems
Simulation and physiological training capabilities
Digital learning technologies
Infrastructure modernization
Staffing and governance models
Training delivery frameworks
Lifecycle management strategies
Define integration approaches for secure digital and enterprise platforms
Recommend cybersecurity, accessibility, privacy, sustainability, and compliance standards
Program Planning & Governance
Develop phased implementation roadmaps and investment strategies
Prepare business cases, implementation plans, governance frameworks, and decision-support materials
Develop benefits realization plans, performance measurement frameworks, and change management strategies
Support senior-level decision-making through presentations, reports, and recommendations
Produce comprehensive project documentation and final reports outlining findings, recommendations, and next steps
Qualifications and Skills:
University degree (Bachelor's, Master's, or PhD) in:
Business Administration
Computer Science
Engineering
Electrical Engineering
Public Administration
Or a related discipline
Professional Certifications
The following certifications are considered strong assets:
Project Management Professional (PMP)
Certified Scrum Master (CSM)
Strategic Advisory & Defence Experience
Minimum 10 years of combined experience providing advisory, project leadership, strategic planning, or analytical support in one or more of the following:
Defence programs
Aerospace and aviation
Military training systems
Aeromedical programs
Infrastructure modernization
Simulation and training technologies
Government of Canada capital projects
Demonstrated experience in:
Evaluating workforce structures, staffing models, and organizational effectiveness
Developing future-state operating models and governance frameworks
Assessing readiness, sustainability, affordability, and operational impacts
Supporting civilian, military, contractor, and blended workforce environments
Minimum 24 months of experience within the past 60 months providing strategic advice to senior Government of Canada officials
Experience supporting decisions related to:
Military aviation programs
Aeromedical capabilities
Defense training systems
Aviation infrastructure
Capability development and modernization
Experience preparing and supporting government project approval documentation, including several of the following:
Business Cases
Project Charters
Statements of Operational Requirements (SOR)
Treasury Board Submissions
Memoranda to Cabinet
Project Briefs
Strategic Context Documents
Senior Review Board Presentations
Defense Capability Board Briefings
Briefing Notes and Executive Presentations
Minimum 24 months of experience supporting options analysis, project definition, or capability modernization initiatives
Experience evaluating:

Risks

Readiness
Sustainability
Implementation approaches
Minimum 36 months of experience supporting complex modernization initiatives involving:
Military training systems
Aviation programs
Aeromedical programs
Simulation technologies
Infrastructure planning
Operational readiness initiatives
Knowledge of military aviation and aeromedical operations
Experience with XR, VR, AR, digital learning, and simulation technologies
Understanding of NATO standards and military training frameworks
Strong facilitation and stakeholder engagement abilities
Experience working with senior leadership and governance boards
Excellent report writing, analytical, and presentation skills
Strong change management and strategic planning expertise
Must be legally eligible to work, and reside in Canada
