To manage all people change management aspects of implementation of enterprise wide transformation program from inception to completion with a goal to produce quality improvements to the City of Toronto portfolio of buildings. Implement enterprise wide people change related to hybrid work, , real estate transformation, and technology and culture change. We are looking for someone who has a passion for people change management and is able to manage a broad range of responsibilities including: assessing, analyzing and developing plans; and, actively engaging in the hands-on work of implementing change, facilitating and training to support divisional change implementation.

 

Major Responsibilities:

  • Manages all aspects of people change management , engagement and communication from inception to completion with a goal to successfully transition City of Toronto divisions to activity based working. Manage, track, report on status of change activities.
  • Implement change strategy, and change plan. implement engagement plan, training plan, stakeholder plan, complete readiness assessments, collect feedback, analyze survey data, diagnose gaps, and create change management scorecard. Manage, track and report on progress, readiness and implementation.
  • Advanced program management skills in managing, tracking and reporting on change implementation. Hands on experience driving change implementation and tracking and reporting progress.
  • Conduct engagement sessions with stakeholders, plan engagements, and appropriate interventions to drive successful change implementation
  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Works with Corporate Communications on communications of interest and concern to interest groups, the local community and the general public, in order to maintain the highest level of customer satisfaction.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Ensures that the change management expenditures are controlled and maintained within approved budget limitations.
  • Develops and implements detailed plans and recommends policies regarding program specific requirements.
  • Implement and communicate change management framework, policies, procedures, tools and resources to affected stakeholders to support development of consistent, common change management implementation.
  • Plans, organizes, manages, evaluates and controls all project phases, strategies and activities in order to manage quality, cost and time lines, achieving a high level of customer satisfaction.
  • Establishes and manages project budgets in a fiscally responsible and innovative manner to ensure adequate funding for all p phases and to control project costs and cash flows, and disburse expenditures in accordance with project requirements.
  • Coordinates human resources, including fee for service consultants and contractors, to ensure terms and conditions of performance contracts are met over the duration of the project. This includes, planning human resource needs, defining scope of work and responsibilities, selecting qualified staff, ensuring performance, and preparing and administering contracts.
  • Manages client liaison and internal communications to maintain awareness of project matters of interest and concern to staff.
  • Develops and plans project delivery options to streamline and optimize funding and schedules.
  • Provides technical expertise, project management skills, controlling time, scope, budget and operational impacts of projects within the team.
  • Builds, maintains and ensures positive working relations, including all correspondence with stakeholders, consultants, building inspectors, contractors and government authorities associated with assigned projects.
  • Adheres to the industry accepted principles for project management to develop and organize project protocols, procedures, relationships, and performance objectives to promote and achieve targets in relation to design and construction projects.
  • Serves as a Facilities Management representative on joint interdivisional working groups.
  • Represents the City of Toronto Facilities Management at site meetings and on various technical committees including staff and stakeholders; attends project related community consultation meetings as required.
  • Provides timely input through the design development stage to ensure that project objectives are achieved, ensuring stakeholders are engaged for implementation.
  • Prepares necessary reports for program updates, surveys and other data analysis.
  • Meets regularly with affected stakeholders consultants, and Divisional staff to ensure implementation is on track with regard to people change (tools, behaviour change, training, coaching, readiness).
  • Reviews, tracks and evaluates consultants and/or contractors progress and performance as it relates to the delivery of change implementation
  • Acts as liaison and maintains a close and effective working relationship between affected stakeholders, contractors, consultants, suppliers and building inspectors with respect to all construction and design issues.
  • Develops and negotiates changes and implementation interventions to ensure the effective delivery of program goals.
  • Manages change and risk in relation to program.
  • Establishes and maintains a portfolio of information to support change management Ensures adequate inspection and staff supervision of the work in progress by contractors and divisional staff ensuring that all work is executed in accordance.
  • Provides project status reports and presentations for senior management to address the change implementation issues.

 

Key Qualifications:

  1. Completed Post-secondary education in a relevant discipline and/or an equivalent combination of education and experience. Change management certifications will be an asset
  2. Project management experience managing a variety of scaled strategic projects, with a solid foundation of success in driving change and an ability to effectively organize, manage and deliver projects.
  3. Extensive experience with project management principles, practices, methodologies and technology.
  4. Excellent verbal and written communication and presentation skills including creating reports, presentations, documents, and high proficiency of data analysis, and data visualization skills
  5. Experience leading change management processes, including: change strategies, stakeholder management, readiness assessments etc.
  6. Considerable experience successfully building stakeholder relationships including negotiation, facilitation and engagement.
  7. Proven experience and success as a program or project leader with advanced innovation, initiative and interpersonal skills with a strong focus on collaboration and teamwork
  8. Your track record of professional accomplishments speaks to your experience in leading projects, outcomes, workplace strategies including as well as experience leading change through transformation in a complex organization.
  9. Equally important, you have the ability to work in a matrix organization, paired with adaptability, and motivation.
  10. Proficient with a variety of software packages including MS Office (i.e. Word, Excel, Access, Visio and PowerPoint) project tracking technology and databases.
