We are thrilled to launch a new initiative to provide emergency shelter in a way we've never done before that aims to provide shelter for individuals and domestic partners currently living in encampments - we are seeking Senior Program Managers.
Designed to address complex and evolving needs, we will be offering emergency shelter to clients, including those with animals, ensuring compassionate and adaptive support tailored to each individual's circumstances.

How You Will Make an Impact
In this role, you will oversee the full cycle of program development, from strategy formulation to implementation and ongoing operations for new initiatives. You will be responsible for managing complex client cases, ensuring our services meet high standards of care and adaptability to evolving needs.
You will be supervising team members and providing mentorship and coaching to foster professional growth and effective service delivery. You will lead hiring efforts, conduct performance management, and ensure alignment with Good Shepherds Mission and goals.
Collaboration with senior leadership is essential, as you align program goals with the broader mission. This position requires a proven background in program management, with strong strategic planning and implementation skills, demonstrated leadership in managing complex client services, and a high degree of flexibility to respond to the dynamic needs of our clients and programs.
- Oversite of program operations ensuring their alignment with the principles of Housing First and with harm reduction, trauma-informed care and anti-racist/anti-oppressive frameworks
- Leverage knowledge of issues including homelessness, poverty, trauma, mental health issues, substance use, and gender-based violence to ensure respectful and effective supports and services are provided to shelter residents
- Actively develop partnerships with Indigenous community members/providers to support the evolution of a more accessible and culturally-safer program
- Collaborate with allied stakeholders in supporting shelter residents to develop and achieve strengths-based, client-directed goals that lead to sustainable housing and optimal quality of life in the community
- Act as a vital communication hub for staff, residents and allied stakeholders - facilitating the efficient exchange of information essential for safe, efficient and effective service provision
- Ensure compliance with all standards related to data collection, documentation, privacy and consent
- Supervise team members, providing mentorship and coaching
- Lead hiring, onboarding, and performance management to build a skilled, motivated team
- Collaborate in the development of program policies and procedures
- In collaboration with the Director and program staff, engage in evaluation and quality improvement activities
- Observe all health and safety rules and work in compliance with the provisions of the occupational Health and Safety Act and its regulations.
What You'll Bring to Our Team
- Diploma or degree in social service work, social work and/or a related field
- A minimum of 5 year' experience in progressive positions in the housing/homelessness sector - shelter experience an asset
- Demonstrated ability to provide daily operational management in a higher-risk setting working with people with complex barriers to housing
- Demonstrated experience working within integrated trauma-informed, harm reduction, and anti-racism/anti-oppressive frameworks
- Demonstrated experience in program development and management
- Demonstrate experience in strategy planning, leadership s and high adaptability to evolving program needs and client dynamics
- Experience and knowledge related to gender-based violence
- Experience working in environments that accommodate pets/animals, with a readiness to support clients with companion animals; ensuring their needs are met with compassion and understanding
- Proven experience supervising, training, and mentoring front-line staff, with a strong ability to facilitate effective performance management
- Demonstrated ability to build and manage staff schedules, ensuring seamless operations
- Skilled in collaborative work with allied stakeholders, bringing flexibility, adaptability, and problem-solving skills to dynamic situations
- Ability to work effectively in both indoor and outdoor settings
- A valid driver's license is strongly
- Fluency in a language in addition to English an asset
