The Purchasing & Materials Management Division of the City of Toronto is hiring a Senior Manager of Supplier Governance & Compliance. Our division serves a critical function within the City of Toronto's complex multi-site, multi-division and multi-stakeholder environment, partnering with all City divisions, designated agencies and corporations in order to procure goods and services at the best value. Reporting to the Director, Program Support, Policy & Development, the Senior Manager is responsible for leading and providing guidance and support to divisional supplier management teams across the City on supplier relationships, contract administration and compliance by monitoring activities, preparing risk mitigation plans and managing the resolution of governance and compliance related issues. You will manage, motivate, and train staff, ensuring effective teamwork, high standards of work quality, and organizational performance. You will be responsible for supervising the day-to-day operations of all assigned staff, developing and administering the annual budget for the unit, and ensuring that expenditures are controlled and maintained within approved budget limitations.
The Senior Manager will develop and lead supplier integrity initiatives, operational processes, governance, and contract management framework to administer functional policies and programs to achieve compliance and maintain centralized, coordinated, City-wide supplier governance regulation, standards, and compliance. You will contribute to the continuous improvement of divisional performance through analysis, development and implementation of sound management practices and procedures. You will also establish goals and both short-term and long-term objectives aligned with the division and the City's strategic planning initiatives and financial targets, and set multi-year work plans that aim to advance and streamline supplier integrity initiatives and monitoring. In addition, you will oversee the management of supplier activities to ensure compliance with internal policies and procedures including the review of performance and risk scores.
This role will foster and ensure high standards of communication, change management, cooperation, partnerships, team building, and conflict resolution to build proactive and constructive working relationships while providing program leadership to promote excellence in procurement compliance and City governance, effective and efficient service guidelines, training, and accountability.
Success in this role will be supported by a Bachelor's degree in business administration or a related field, along with extensive experience in supplier governance, contract management, and compliance. You have an excellent understanding of Operational & Third-party Risk with a strong background in supply chain resilience, and bring demonstrated experience in developing policies and procedures, managing staff, and overseeing budgets. Bringing an in-depth knowledge of the compliance and regulatory environment, you have practical experience working on governance and regulatory policies and processes, along with an expertise in monitoring, testing, and reporting on these programs. We are also looking for exceptional communication, along with problem solving and strong analytical skills.
