General Accountability
Provides engineering expertise and is responsible for the management of contracts, and the inspection work and quality assurance checks carried out by the TTC and external contractors; ensures that work is performed in accordance with the authorized contract documents, applicable codes and safety regulations; develops methods to identify maintenance requirements for electrical systems, equipment, and related assets; updates and develops CAD drawings.
Key Job Functions
- Provide planned, systematic oversight and audits of project management, construction activities and contractors quality program to ensure that projects are delivered in a timely, cost effective manner, and with the required level of quality.
- Provide quality assurance inspections, examination, on site work acceptance and preparation of reports on work progress for assigned construction contracts and the observation of construction work progress and activity.
- Ensure compliance of work to all applicable standards and adherence to safety and environmental policies and regulations.
- Review and interpret contract specifications and drawings, and inspect the work, materials and methods to ensure that the requirements of the contract documents are met in a safe and quality manner and completed in accordance with the contract documents.
- Identify repetitive failures and make recommendations for improvements to preventative and corrective maintenance programs and/or quality assurance programs.
- Liaise with and coordinate construction work with external contractors, TTC staff, utility companies, local municipalities, and other public agencies and regulatory bodies to ensure work progresses.
- Ensure the construction project is safe and that work is performed in accordance with the contract plans and specifications as well as with applicable codes and safety regulations.
- Document all relevant rehabilitation activities, incomplete or non-standard conditions following construction or maintenance work; maintain accurate electronic records of construction deficiencies; assist supervisor with specific reporting.
- Assist with the development of contract and technical documentation such as work scope, work releases, contract specifications, change orders and drawings.
- Investigating and testing alternative tools, equipment, materials and procedures.
- Manage and coordinate site progress meetings, and coordinate site work with all stakeholders.
- Assist with the review of contract and project expenditures against contract pricing and budgets.
- Review requests for payments and amounts claimed against work completed.
- Assist with the maintenance of the sections Asset Management Plan.
- Perform other duties as required.
- Participation in the TTC Customer Service Ambassador Program.

Education and Experience
- Completion of a post-secondary college diploma or university degree in a related discipline or a combination of education, training and experience deemed to be equivalent.
- Registration with the PEO, either as a P.Eng or as an Engineer in Training is an asset.
- Master Electrician License is an asset.
Additional Requirements
- Sound knowledge of technical construction practices, methods, legislation, and procedures specific to the area of Electrical installations and utility works.
- Sound knowledge of construction products/materials to ensure quality and correct usage on electrical projects.
- Sound knowledge of procurement and contract administration processes.
- Sound knowledge of the Ontario Electrical Safety Code, CEC, CSA, NFPA, and applicable codes/practices/standards.
- Sound knowledge of the Occupational Health & Safety Act and Regulations for Construction Projects.
- Sound judgment and good organizational, observational, investigational, administrative and problem-solving skills combined with effective interpersonal and oral and written communication skills.
- A valid Province of Ontario Class ‘G’ Driver’s license and use of own automobile to travel to construction work sites.
- Computer literate with strong knowledge of personal computers and computerized applications related to the work (i.e. MS Office, MS Word, MS Excel, etc.) with strong knowledge of Microstation CADD systems and operations.
- Must have or be able to acquire Subway Rulebook Certification to be able to work at track level and Work Protection Code training to be able to work on site in an electrical environment.
