Job Description:


The Senior Engineer will report to the Manager, Energy Initiatives and will advance retrofits and related programs in existing City-owned buildings, and will be responsible for the management of major energy- and carbon-related construction, renovation, rehabilitation programs and resulting projects of assigned buildings and facilities. This role is responsible for the promotion and education on programs advancing energy efficient practices and technology, partnering on the construction, renovation and rehabilitation of City-owned buildings.


The Senior Engineer will act as the technical lead in the development of sector specific programming which includes the review and implementation of detailed strategies and plans; participate in the preparation of capital and operational budgets, conduct studies, audits, analysis, surveys, research and development for effective solution of complex environment or energy engineering problems taking into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government. 


The Senior Engineer will lead program specific areas through the establishment of best practices, guidelines, the development or programs and new initiatives, devise new approaches, apply existing criteria in a new manner and draw conclusions from comparative situations. 


On behalf of the Director or Manager the Senior Engineer will provide technical approval, guidance and direction into the preparation of Committee and Council reports, proposal evaluation, procurement documents, presentations and studies while analyzing the continuous improvement and control measures for quality, efficiency and effectiveness of services. In addition the Senior Engineer will review and analyze new technologies for utilization in existing or future environmental or energy programs. 


As a leader of a multi-disciplinary team, the Senior Engineer will supervises/direct other professionals and technical personnel pertaining to their assigned projects in support of the EED’s goals, ensuring effective teamwork and communication, high standards of work quality, organizational performance and continuous learning. 


While consulting and representing the City on technical, program and industry/sector specific issues the Sr. Engineer will establish and maintain linkages and outreach to other units in the City, the sector or public to co-ordinate input, attend meetings with stakeholders, consultant, residents, agencies, developers, other levels of government and politicians, to ensure effective partnerships to deliver targeted programming.


Key qualifications: 


  1. Post-secondary degree and/or graduate level education in Engineering or equivalent combination of education and experience.
  2. Extensive experience in the development of strategies and policies for the planning of environment and energy programs
  3. Considerable experience in the principles of program/project evaluation, monitoring, measurement & verification, data analysis and report writing.
  4. Extensive experience managing multiple complex high priority environment and energy projects with diverse stakeholders, mandates and deliverables.
  5. Considerable experience with program and project financing and project budget management principles with knowledge of grants, incentives and financial programs.
  6. Registration as a Professional Engineer in the Province of Ontario.
  7. Extensive knowledge of the principles of building science engineering, retrofits and considerable knowledge of building management, operation, retro-commissioning and relevant legislation, codes, acts, etc.
  8. Highly developed analytical, decision making, problem solving and conflict resolution skills, with a past history of success demonstrating collaboration, teamwork, innovation, organization, coordination and planning skills.
  9. Advanced written and verbal communication skills with the ability to participate in public meetings, establish and maintain effective relationships with the business community, community groups, residents, elected officials, City staff and other levels of government.
  10. Strong leadership and management skills as evidenced by past successful performance, with demonstrated supervisory competencies including the ability to coach, hold accountable, mentor, engage and motivate staff.
  11. Advanced technical knowledge and expertise pertaining to environment and greenhouse gas reduction, energy conservation, sustainability and resiliency.
