Purpose
Leads and oversees the AML Audit Function ensuring business strategies, plans and initiatives are executed / delivered in compliance with governing regulations, internal policies, and procedures. The IB AML Audit Senior Manager, as a part of the Audit AML Centre of Excellence (CoE), will assess through the direct execution or by providing oversight to local Audit teams, on the design and operational effectiveness of internal controls and adherence to Bank standards, policies, and applicable regulatory requirements, particularly but not limited to those related to AML/ATF and Sanctions Risk Management.
Accountabilities
- Leads and drives a customer focused culture throughout the team to deepen client relationships and leverage broader Bank relationships, systems, and knowledge.
- Act as Officer in Charge or provide support to moderate and high-risk AML audits or projects focused on processes and internal controls of the AML First and/or Second Line of Defense Head Office units, as defined in the Audit Annual Plan and ensure a consistent execution of audits. May act as Audit Principal in some low to medium complexity assignments.
- As part of the AML Centre of Excellence (COE), provide oversight, guidance and advice and counsel to International Banking AML audit engagements conducted by the local Audit teams in all audit phases (planning, execution, reporting, issue tracking and continuous monitoring) to ensure consistency in the application of Scotiabank standards, the Institute of Internal Auditors (IIA) Code of Ethics and AML enterprise standards in the completion of all assignments.
- Support the AML Centre of Excellence (COE) team in the testing of AML remediations and/or any central initiatives and across IB countries.
- Support the Audit Director in the AML Continuous monitoring process in IB, through the identification of systemic issues, emerging risks, industry, or regulatory trends, etc. that may trigger an adjustment to the Audit Plan.
- Lead the execution, planning, and reporting on the assigned audit projects. Obtains a thorough understanding of the business/unit/process and associated risks, develops a risk-based audit plan/procedures, and schedules timing and resources.
- Manages and supervises end- to- end process of the execution of the audit and ensures nature and extent of testing is appropriate to support the objective, scope, and overall opinion. Completes timely review of workpapers, ensures internal control weaknesses are clearly documented with recommendations addressing the root cause and are communicated timely to management.
- Ensures English and Spanish audit reports are written in a consistent high standard and are finalized within established department metrics
- Carry out specific projects or investigations of a moderate or high complexity and/or confidential nature. Plan, document, and seek agreement in advance to the project approach and confirm conclusions upon completion in writing.
- Manage self-development by confirming/communicating job expectations, identifying mentors/coaches and enquiring about training needs, ensuring timely completion of performance appraisals, recruiting, interviewing, and selecting candidates, manages assigned staff.
- Creates an environment in which the team pursues effective and efficient operations in the respective areas in accordance with Scotiabank’s Values, its Code of Conduct, and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.
- Builds a high-performance environment and implements a people strategy that attracts, retains, develops, and motivates the team by fostering an inclusive work environment and using a coaching mindset and behaviors; communicating vison/values/business strategy; and managing succession and development planning for the team.
- As part of the AML COE, review and provide input to IB local Audit teams on changes to AML policies, standards, regulations, etc., including the periodic review of standard Detailed Audit Programs (DAPs) to assess adequacy and completeness in the coverage of BNS AML program.
- Support the Audit Director in the Annual Planning process, particularly in the assessment of AML Risk entities within the International Banking and countries units, to ensure reasonability and consistency.
- As AML COE, provide guidance and share knowledge to the IB local audit teams on AML technical themes through targeted training or BAU oversight activities, to leverage the expertise and quality of audit work.
- Support or manage special projects as assigned and ensure that the department standards are maintained.
Education/Experience
- Bachelor’s in accounting, Economics, Law.
- Full command of Spanish
- The incumbent may have a Certified Anti Money Laundering designation (CAMS).
- AML requirements and Bank policy regarding AML/ATF/KYC and sanctions as well as FATF recommendations.
- 5+ years in experience working in AML/ATF or Sanctions affairs in the First, Second or Third Line of Defense units.
- Audit or testing processes and methodologies.
- Ability to write concise audit reports and review them both in Spanish and English, as well as internal and external communication. (Presents audit findings in the context of the “big picture.”)
- Full command Excel, MS Word, and audit software tools.
- Ability to work independently and effectively as an individual contributor and team participant.
- Ability to lead staff on all engagements as required.
- Knowledge of International regulatory AML/ATF compliance frameworks and requirements.
- Highly proficient at applying risk-based auditing standards, practices, techniques, processes and methodologies to performance and review of audits.
- Ability to supervise multiple projects at any given time.
- Highly developed interpersonal and communication skills (verbal and written) to work with staff and management at various levels.
- Strong people management and coaching/development skills.
- Strong analytical skills and moderate proficiency in the use of data analytic or visualization tools.
- Proven ability to work in high levels of ambiguity and in a rapidly changing environment.
