Job Overview
The Senior Appraiser supports the assessment function by leading teams and valuing assigned property types, including auditing and defending values.
The ideal candidate is an experienced appraiser with deep knowledge of the principles, practices and procedures of appraisal to apply accepted methods of property valuation and assessment. You understand internal processes as well as external organizations and their relationship to the property taxation process. You are able to research, analyze and maintain sound and defendable records, as well as use judgement and experience to guide you in assessing complex properties.
You are a strong, impactful communicator that can influence, persuade and present to groups large and small, as well as someone that can build relationships effectively at all levels within and outside of the organization. You are organized, and can juggle multiple priorities and projects.
Finally, you demonstrate strong leadership skills to help grow your team in their careers and within the assessment function.
Key Accountabilities
Leadership
Lead project and work teams by planning, developing, and implementing and monitoring the project plans; assign areas of responsibility, and review team roll production
Lead and supervise employees through work, career development, and performance management.
Customer Service
Represent BCA’s interests when providing information and advice to external clients including representatives of industry, local governments and other community groups including handling inquiries and complaints, and making presentations.
Function as a representative of the Assessor to negotiate or resolve valuation issues on complex properties and advise the supervisor of critical or sensitive issues which arise.
Roll Preparation
Inspect, measure, and determine the value and class of assigned property types.
Apply appropriate mass appraisal techniques and systems, as well as relevant legislation, by-laws and business rules.
Regularly identify building materials for recording and inputting into database.
Understand and apply exemption criteria and inputs information collected into databases.
Sort and compile data for the purposes of analysis and identifies inconsistencies in the data.
Conduct market value research and analysis to determine appropriate data for application of various valuation approaches and apply research results by setting economic variables such as valuation rates, factors, and adjustments.
Lead and prepare assessment rolls for assigned areas.
Roll Defense
Act as appeal Case Manager actively working to resolve appeals, planning the process and leading the teams.
Prepare relevant information and appeal preparation e.g. appraisal reports, equity analysis. Participate in appeal management processes and procedures.
Effectively present evidence at PARP and PAAB as an expert witness or as an advocate.
Audit and Quality Assurance
Identify, develop, and plan audit activities.
Design, coordinate and conduct data and valuation audits.
This position is included in the bargaining unit. BC Assessment intends to establish an eligibility list for this competition.
Location: Vancouver, Langley, Kamloops, Kelowna
Compensation: $90,599.47 to $106,498.39 annually

Qualifications
*Note: An equivalent combination of education and experience may be considered
Education
Must hold and maintain accreditation with the Appraisal Institute of Canada as an Accredited Appraiser Canadian Institute (AACI) or be designated with the Real Estate Institute of BC as an RI(BC) with the Diploma in Urban Land Economics with the mass appraisal, appraisal, or assessment option.
AND:
Must have an undergraduate degree in Commerce or Business Administration. Other undergraduate degrees may also be considered with a preference for Economics, Urban Geography, Urban Planning, or Engineering.
*Note:
Individuals who held and have maintained accreditation with either a RI(BC) designation with the diploma in Urban Land Economics or AACI designation prior to December 31, 2007, will be deemed to meet these educational requirements.
An equivalent combination of education and experience may be considered for applicants who have not yet completed UBC courses BUSI 499 or BUSI 344 (exception for only one, not both) but otherwise meet all of the experience and education requirements in the job description. Successful candidates must be willing to complete either course within 12 months of being appointed to the position.
Experience
Four years of progressively complex appraisal, supervisory and project management experience.
