The incumbent will work as a collaborative member of the Senior Management Team and actively participate in ensuring the alignment of programs towards CRC’s Operational Plan in Asia-Pacific region. The Regional Representative will ensure the successful delivery of timely and quality CRC service lines, build and drive cohesion, share information, update on delivery and ensure accountability.
In this role, you will:
- Provide technical health support to CRC-supported projects and partners as required, in line with the CRC regional plan for Asia-Pacific.
- Understand the needs and concerns of the National Society and provide tailored and coordinated support to them within the framework and budgets of the agreed upon projects and in line with CRC’s localization framework.
- Designs inputs to support National Societies in becoming more accountable, financially sustainable, relevant and effective local actors.
- Provide support to project development and implementation, which includes consistent and quality programs implementation of all CRC supported activities as per expected objectives/goals, identified operating principles and within established budgets, timeframes and compliance requirements;
- Maintain effective project management and tracking tools, ensuring real-time access to information on CRC programming and service lines.
- Ensure the successful identification, analysis, mapping and implementation of robust risk management plans in priority countries in the region.
- Ensure that CRC policies, procedures, guidelines and quality standards are known and adhered to within the country of operation.
- Ensure financially efficient operations and cost-effective interventions, identifying opportunities to ensure maximal cost recovery within projects; including but not limited to effective budget planning, management within approved variances, forecasting, analysis and financial reporting.
- Recommend programming opportunities for future initiatives or proposals in line with CRC strategic directions and evidence- and needs-based local priority needs;
- In emergencies, the Regional Representative is expected to work in identify strategic opportunities to mobilize CRC service lines based on operational gaps and priorities, Work with internal and external partners, identify National Society’s priorities and capacity on the ground.
- Represent CRC, Strengthen and grow a CRC network of stakeholders, and maintain strong relationships with the National Societies and create an environment of trust and mutual support in which the National Society makes and owns decisions in an inclusive manner.
- Provide on-going support from CRC to Movement coordination and humanitarian diplomacy efforts with aim of supporting RC/RC in best addressing unmet humanitarian needs.
- Represent CRC in media and public forums and conduct media interviews and/or donor visits as requested.
- Foster effective, collaborative and productive relations with other RC National Societies, the IFRC, the ICRC, national authorities, international and national organizations, Government of Canada, as well as national and international media.
- Provide strong leadership, expertise and innovation in human resource planning in the management of the subordinates.
What we are looking for:
- A university degree in a relevant field (e.g. humanitarian studies, disaster preparedness/management, public health) and/or equivalent combination of education and experience; with the minimum of 5 years senior management experience in humanitarian and development context (add conflict setting if applicable), in a similar role
- Experience operating in an emergency response environment
- Experience with project/program management and results-based management, including planning, design, management and reporting, and evaluating projects in complex environments.
- Fluency in French is required, English is an asset.
- A minimum of 3 years experience working in the Red Cross Red Crescent Movement (RC/RC) is preferred;
- Experience in and knowledge of Asia-Pacific region a strong asset
- Demonstrated commitment to the principles of the RCRC Movement; previous RCRC Movement experience a strong asset.
- Ability to live in fragile/conflict environment with strict security policies
- Strong, analytical, diplomatic and negotiation skills with previous experience in representational roles and liaising with numerous stakeholders.
- Proven skills and experience in strategy development/implementation, finance and risk management, people and performance management
- Resilience and adaptability to changing circumstances and an evolving environment
Working conditions:
This is an unaccompanied position in Manila, Philippines with occasional travel to region and some remote locations. This is a field-based position and working in Manila can be very demanding, both physically and psychologically

- Difficult working conditions are expected, including:
- Very basic living conditions with intermittent electricity, internet, and other basic services.

- Stressful rapidly changing environment with limited information to make decisions.
- In some contexts, legal frameworks and institutions to enforce the rule of law are largely undeveloped .
- In some remote areas access to healthcare could be limited or non-existent
- Issues of access and mobility due to the dynamic nature of an emergency situation and proximity to disaster-affected area
- Ability to meet the physical requirements of an ERU mission, which may include the set up, stocking or packing down of a field hospital, the ability to lift up to 25 kgs, and the ability to stand or travel for long periods of time
- Must be able to be Medical Cleared for travel in accordance with established CRC Medical criteria
- A satisfactory Enhanced Police Information Check (E-PIC) is required for all positions.
- Full vaccination against COVID-19 is mandatory for this position and operation (the CRC will however adhere to its duty to accommodate those who are unable to be fully vaccinated for a reason related to a human right protected ground)
