This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

The Project Director, Procurement Transformation at TCH will report directly to the Senior Director, Procurement, with dotted line to the CFO’s office. This role will lead the transformation of procurement processes and enhance vendor risk management across the organization. This role aims to drive procurement efficiency, ensure regulatory compliance, and optimize strategic sourcing. You will oversee the deployment of advanced procurement tools and processes, ensuring they align with TCHC’s financial and operational goals.
What you’ll do
Procurement Transformation Leadership:
- Lead and manage cross-functional projects related to vendor risk management and procurement transformation.
- Develop and implement procurement processes and tools to enhance contract management and procurement efficiency.
- Create and manage the annual roadmap for procurement initiatives, prioritizing key features for development.
- Lead the deployment of procurement processes and tools across the organization.
- Manage the procurement transformation budget and ensure alignment with TCHC's financial objectives.
Stakeholder Management and Advisory:
- Collaborate with various stakeholders to gather requirements and provide tailored procurement solutions.
- Manage communication with TCHC stakeholders, ensuring alignment with procurement strategies.
- Provide strategic advice to senior management on procurement transformation and vendor risk management.
- Address ad hoc inquiries from stakeholders, offering insights and recommending strategic actions.
Process and Tool Development:
- Formalize procurement guidelines in collaboration with internal teams and external stakeholders.
- Ensure the effective implementation of procurement processes and tools across TCHC.
- Support the structuring and improvement of procurement data models and data quality initiatives.
Data Management and Analysis:
- Improve procurement data models and participate in initiatives to enhance data quality.
- Conduct thorough analysis of procurement data to provide insights and support strategic planning.
- Develop performance indicators and metrics to monitor and evaluate procurement effectiveness.
Compliance and Risk Management:
- Ensure all procurement activities comply with regulatory requirements and TCHC policies.
- Develop and implement frameworks for vendor risk management and procurement compliance.
- Drive adherence to procurement and outsourcing policies, emphasizing financial sustainability and alignment with TCHC’s strategic objectives.
What you’ll need
- Postgraduate degree in Finance, Business Administration, or a related field.
- Project Management Professional (PMP) certification required.
- Six Sigma Belt Certification preferred.
- Minimum 10-15 years of experience in procurement transformation, strategic sourcing, or related roles.
- Experience in public sector or community housing procurement is preferred.
- Proven track record of leading large-scale procurement projects.
- Expertise in procurement practices and tools (e.g., Coupa, Salesforce, SAP).
- Strong analytical skills and understanding of procurement data models.
- Proficient in project management methodologies (Agile, Waterfall).
- Proactive, autonomous, and highly organized.
