Program Manager, Foundation for Medical Practice Education (FMPE)
The Faculty of Health Sciences (FHS) Education Services is the administrative unit that oversees the education programs within the Faculty of Health Sciences, including the staff, central support and resources provided to those programs. The objective is to provide excellent support to community members including students, staff, faculty and other stakeholders in an environment of operational excellence and collaboration.
Education Services oversees the financial, physical and human resources in the program offices, special projects, the creation and sustainability of services that all programs share. The scope of Education Services includes The Foundation for Medical Practice Education (FMPE).
The Foundation for Medical Practice Education (FMPE) is a Canadian not-for-profit that offers practice-based learning programs created by family physicians for family physicians with a mission to provide accredited Continuing Medical Education (CME) programs that are collaborative, evidence-based, supportive, flexible and focused on practice change to enhance patient care. FMPE’s vision is to provide family physicians with the means to maintain and enhance professional knowledge and to integrate that knowledge into practice. FMPE is committed to delivering ethically grounded, evidence-based programs that foster excellence, lifelong learning, and supportive communities of practice for family physicians and primary care practitioners. New Leadership Opportunity
The Foundation for Medical Practice Education is seeking a Program Manager who will be responsible for the effective and efficient management of the FMPE program to ensure operational and programmatic success of the organization that supports its’ growth and long-term sustainability. The Program Manager, FMPE reports to the Executive Director, Education Services and is also accountable to the FMPE Board of Directors.
Core Accountabilities:
The Program Manager, FMPE is accountable for the planning and management of administrative activities and financial accounts of the cost-recovery practice-based learning programs, support areas (module development, database application and research and evaluation), the management of the human resource function and physical resources for approximately 10-15 staff, students, external contractors as well as physician and non- physician contract staff. The position is also responsible for strategic planning with the Foundation Chair and FMPE faculty contractors, including McMaster faculty and external parties in an academic environment. As FMPE is a national organization with stakeholders located across the country, the position requires an individual who can work, lead and make decisions independently.
Strategic Planning:

Analyze external trends, risks, and client feedback to anticipate FMPE’s future needs.

Lead the development of a collaborative 5‑year strategic plan with the FMPE Senior Leadership, Physician Leads, and staff.

Translate stakeholder goals into clear objectives, required resources, and timelines.

Recommend program adjustments and propose new initiatives for Board of Directors review and approval.

Oversee change management and monitor progress to ensure successful execution of the strategic plan.
Financial Management:
-
Oversee preparation of annual financial reports, external audits, multi‑year projections, and forecasts encompassing all FMPE programs and support areas.

Lead budgeting processes, including development of projections, monthly financial reviews, and analysis of historical trends to guide adjustments.

Conduct scheduled University financial reviews (including 5 month and 8 month), authorize expenditures, and ensure strong expenditure controls across operating accounts.

Build and maintain user‑friendly financial systems, including income‑tracking tools and procedures for retrieving and filing financial information.

In alignment with University and the Broader Public Sector policies, negotiate contract terms with suppliers, vendors, and external consultants to support cost‑effective operations.
Human Resource Management:

Lead hiring, supervision, coaching, and professional development for program and administrative staff, ensuring strong performance and clear accountability.

Develop accurate job descriptions, staffing plans, and HR recommendations to support current and future operational needs.

Oversee onboarding, orientation materials, training processes, and communication of University policies to ensure staff are well‑prepared and informed.

Address performance issues through coaching, performance plans, and supportive guidance while empowering staff to take initiative and grow.

Manage independent contractor hiring and compliance, maintain adequate prioritizing of workload priorities, and ensure resources are available to support all projects.
Physical Resources Management:

Manage short‑ and long‑term space planning and resource needs while ensuring cost‑effective and efficient solutions.

Engage staff in reviewing space allocations and oversee related projects to ensure requirements are met and continuously improved.
Planning, Administration and Management:

Develop project contracts and collaborate with senior leaders and external partners to support program initiatives.

Plan and coordinate surveys, online services, and data tools for all programs in partnership with the FMPE President and key stakeholders.

Oversee operational procedures, administrative workflows, and staff scheduling to ensure efficiency and accountability.

Analyze survey results and statistical data to guide improvements in client services and new program initiatives.

Maintain accurate, up‑to‑date websites and databases, and review all training workshop and event contracts for accuracy and approval.
Qualifications:
Education:
-
University degree in a related field of study. Graduate degree (MBA, MPA etc.) is an asset.
Experience:
-
Requires a minimum of 5 years of program leadership preferably in a health care education or academic environment.
Knowledge/Skills:

Bilingualism (English and French) is strongly desired due to the national scope of the programs, with programs and workshops offered in English and in French.
