The Planner, Parks Development & Planning will be responsible for developing and implementing plans and strategies related to the planning, acquisition and development of new parks and recreation facilities. The Planner will work as part of multi-disciplinary and inter-divisional teams and report to either the Manager of Planning, Manager of Development or Project Manager, Capital Projects.

 

The Planner will work with a team of professional Parks, Forestry & Recreation staff to conduct local and city-wide parkland planning studies and initiatives, review development and transit infrastructure proposals, develop recommendations and draft reports for Committees and Council as a priority in addition to other responsibilities as outlined below. 

 

Major Responsibilities:

  • Reviews, evaluates and provides comments on development and transit infrastructure proposals including Zoning By-law Amendments and Official Plan Amendments, Site Plan Control and Committee of Adjustment applications and Development Permits, with regard to the Ontario Planning Act and applicable Municipal Code, including the review and applicability of the Parkland Strategy, Parks and Recreation Facilities Master Plan and Official Plan. Makes recommendations for reporting to Committees and Council on these matters.
  • Consults and collaborates with internal and external parties on development and transit infrastructure proposals to ensure the application of leading-edge principles and design requirements in the creation, expansion and enhancement of parkland and recreation facilities.
  • Identifies, negotiates and mediates conflicting positions with groups that have varied objectives including developers, land owners, residents and elected officials, amongst others. Proposes and negotiates alternate solutions and strategies that meet parkland and recreation facility objectives of the City of Toronto's Official Plan, the Ontario Planning Act and Provincial Policy Statements.
  • Reviews and evaluates properties to be considered for parkland acquisition or disposal through inter-divisional transfers and Provincial processes, makes recommendations to senior staff, and as required to Committees and Council, on the acquisition and/or transfer of sites to the Division, including risks and costs to the City and identifies and confirms funding sources for the acquisition of parkland and reports as required.
  • Coordinates the environmental review of properties to meet the Environmental Protection Act.
  • Coordinates the development of local and city-wide parks and recreation plans by preparing terms of reference and study designs, coordinating research and analysis activities, surveys and site visits, producing maps, charts and other summary analysis and preparing reports and presentation materials on planning affecting various geographic scales.
  • Supports analysis, preliminary design and consultation to guide the development of new community recreation centres and outdoor recreation facilities.
  • Develops and supports recommended amendments for new Official Plan policies.
  • Supports the management of consultant studies, including day-to-day coordination and liaison with consultants to assist in ensuring that studies are completed on time and within budget. Prepares status reports and correspondence, as directed.
  • Negotiates new parkland assets and drafts and prepares documentation for implementation of various agreements and conditions outlined through the Planning Act to ensure that new assets are properly secured and delivered in a timely manner to address Council and Divisional objectives.
  • Prepares and presents reports and recommendations to Committees and Council on parkland and recreation facility planning issues as a divisional representative.
  • Serves as an expert witness at tribunals such as the Local Planning Appeal Tribunal (LPAT) and Provincial Court for matters related to the Official Plan, Municipal Code By-law and the Planning Act as it relates to parkland and recreation facilities. Presents evidence and provides professional opinion to support the City and Council's position. Prepares all required documentation including preparation of witness statements for the LPAT hearing. Serves as an expert for all mediations.
  • Liaises and serves as divisional representation with other City divisions and provincial agencies.
  • Provides information and advice to requests from elected officials, other city divisions, property owners, consultants, agencies, boards and the public. Prepares related reports and correspondence, as directed.
  • Establishes and maintains effective communication and partnerships with City Planning, Corporate Real Estate Management, Legal Services, Transportation Services and other City Divisions and Agencies, Boards and Commissions

 

Key Qualifications:

Your application must describe your qualifications as they relate to:
 

  1. Post-secondary education in urban and regional planning, urban geography, environmental studies, landscape architecture or a related discipline, or an equivalent combination of education and experience.
  2. Considerable experience with park and open space planning, recreation planning, land use planning, real estate, architecture, landscape architecture or urban design.
  3. Considerable experience using planning methodologies and processes including report writing, data collection, analysis, plan review, presentations and use of appropriate computer applications, e.g. GIS, Microsoft Word, PowerPoint, databases, survey plans and technical drawings.
  4. Considerable experience with public consultation principles and techniques and experience acting as an effective liaison between stakeholders (e.g. elected officials, internal and external client groups).
  5. Experience coordinating or managing multiple and diverse projects and coordinating with a multi-disciplinary staff team.

 

You must also have:

  • Ability to understand, convey and use scientific and technical information in Parks, Forestry and Recreation planning processes and initiatives.
  • Ability to anticipate and resolve issues related to parks and recreation planning.
  • Understanding of relevant legislation, policy requirements and master plans related to park and recreation planning and development, including the Planning Act, Official Plan, Parkland Strategy and Parks and Recreation Facilities Master Plan.
  • Ability to scope project assignments and manage and meet critical timelines for processing pertinent work assignments and/or applications and approvals.
  • Ability to communicate effectively, both orally (e.g. presentations and team meetings) and in writing (e.g. staff reports, briefing notes), at a professional level with senior management, consultants, and staff from other divisions, other agencies, elected officials and the public.
  • Ability to work independently and as part of a team.
  • Familiarity with government legislation in the area of occupational health and safety.
