Job Description
The Operations and Budget Analyst is responsible for staffing, complement management and special project work. Compiling and analyzing divisional information to support the preparation, review, implementation and monitoring of budgets and financial reports, divisional performance targets, complement management and information technology strategies as well as responses to information requests. This position performs special assigned duties related to the coordination of Capital and Operating budgets, in addition to conducting special studies, monitoring and reporting financial and statistical performance measures.
Major Responsibilities:
- Oversees the division’s complement management and administers the divisional staffing budget and requirements.
- Provides assistance on budgetary and financial matters that may be highly confidential/sensitive in nature.
- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Participates and supports the coordination and submission of various MOH and MLTC quarterly, semi-annual and annual reporting requirements.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Develops, implements detailed plans, prepares reports, maintains and provides statistical analysis and recommends policies/procedures regarding program specific requirements.
- Develops internal procedures and standards on service delivery in accordance with City policies and procedures.
- Establishes and maintains effective financial control of various programs and services.
- Monitors financial and business performance of operating units and makes recommendations as required to improve efficiency and financial control.
- Ensures divisional compliance with divisional/corporate financial policies and procedures.
- Performs financial compliance type audits to ensure a high level of performance and accountability.
- Reviews the effectiveness of financial and internal controls in the division for improvements in practices and procedures on a regular basis.
- Performs account analysis and reconciliation of financial records and transactions in SAP.
- Develops and maintains various analytical tools, reports, spreadsheets, graphs and analysis concerning financial and operational performance.
- Participates as an effective member of the management unit, and provides support to senior management by undertaking special projects and assignments (divisional, cluster or corporate) as may be required from time to time.
- Maintains knowledge of industry standards, technologies, trends and best practices.
- Provides work direction, training, advice and guidance to divisional and unit staff.
- Performs other related duties as assigned.
Key Qualifications:
- Post-secondary education in a discipline pertinent to the job function (e.g. Accounting, Financial Management), professional accounting designation (e.g. CPA) or equivalent combination of education and experience.
- Considerable experience with application of databases, word processing and spreadsheet applications such as Access, Excel, Word, etc., to prepare data analysis and presentation materials.
- Considerable experience in budget control and reporting, accounting or financial analysis in major public or private sector organization(s).
- Experience with complement management and salary cost planning guidelines, processes and procedures including knowledge and experience with SuccessFactors, PBF systems and PEP projections.
- Ability to work in a highly demanding work environment with many competing priorities and deadlines.
- Sound judgement with an ability to work independently on confidential and sensitive matters with minimum supervision.
- Ability to develop, recommend and implement effective solutions relating to budget and financial issues.
- Highly developed interpersonal and stakeholder management skills, including both oral and written communication skills, with ability to interact and communicate effectively at all levels of the organization.
- Ability to provide work direction and training to staff.
- Familiarity with government legislation in the area of Occupational Health & Safety.
