Under the supervision of the Systems Readiness Manager, ON, and in alignment with CRC National Systems and Information Management standards, the Systems & Reporting Officer is responsible for the implementation and maintenance of effective emergency response systems, tools, processes, and training to ensure CRC personnel in Ontario are prepared for emergency response events. The Systems and Reporting Officer is also responsible for coordinating the collection, collation, analysis and dissemination of operational information related to Canadian Red Cross emergency responses in Ontario to internal and external stakeholders. The incumbent will support with the production of reports, dashboards and presentations to management, internal and external stakeholders among others. This position will also support the Systems Readiness Manager in the creation of new business processes or tools that support provincial operations or programming. When necessary, the incumbent will also participate in disaster response operations across Ontario.
In this role you will:
- Operationalize the implementation of Systems during responses or recovery operations, adhering to national standards and processes
- Provide support and recommendations to the Provincial Disaster Coordination Team (PDCT) and Systems Readiness Manager in the development of Field Operations Teams Workforce Plans (WFP) based on anticipated or activated Systems
- Provide initial and ongoing troubleshooting, training, and required support to the Field Operations Team(s) (FOT) on System use including the Emergency Management Information System (EMIS, financial assistance modalities, response processes and tools (GIS map tools, lodging, escalations) in alignment with National guidelines
- Both during and outside of active operations, manage user access to EMIS, PowerBI, GIS Maps and other Systems required to achieve operational goals and to maintain and build capacity in coordination with Information Systems, Learning and Development, National Systems, EMCI Information Management, People Services and the Response Leadership.
- Act as a supportive IM focal point during responses to ensure that appropriate National IM guidelines, supports, and protocols are implemented and followed, including the use of existing or development of information-gathering modalities.
- Collect, structure, clean and analyze data from the information management tools (EMIS, Power BI)
- Coordinate the collection of qualitative and quantitative data from key personnel to support the drafting and finalization of situation reports and case studies
- Assist in producing timely and accurate detailed reports using concise language and appropriate data visualizations for internal and external stakeholders, including senior operational personnel, the executive and external partners such as the provincial and federal governments
- Support the development of appropriate indicators required for reporting to internal and external stakeholders and ensure that they are incorporated into operational monitoring tools
- Assist in the establishment of business processes with regards to the implementation of new support Directives in the field.
- Develop and maintain a library of processes and tools to support the operation
- Monitor the implementation and usage of Directives in the field and create processes to correct irregularities identified.
- Lead and manage the volunteer-based Ontario EMIS/Systems Team
We are looking for:
- Completion of University degree in a related field and a minimum of 3-5 years’ experience
- Solid data collection experience, including analysis and collation ability for managing large datasets
- Experience in the creation of appropriate methodologies for the collection of both qualitative & quantitative data
- Experience working with a variety of different data systems and programs
- Experience working in a monitoring or reporting role within a not for profit is a strong asset
- Experience working with diverse teams remotely
- Proficiency in analysis and interpretation of data from multiple sources to support decision making
- Demonstrated robust skills in MS Office suite of tools, especially Word, PowerPoint and Excel; Skills with Information Management Systems and Power B I reports and dashboards considered a strong asset
- Ability to process large volumes of data to anticipate and identify key messages, lessons, or gaps
- Effective and creative problem-solving abilities, including the ability to solve complex problems
Working Conditions:
- The majority of the work is performed in an environment which is mostly clean and comfortable.
- Occasional travel may be required.
- Able to work non-traditional hours, and be on-call and respond to emergency/disaster related requests.
