Manager, Regulatory Reporting (Quality Assurance & Governance), Global Finance contributes to the overall success of Global Finance’s Regulatory Reporting team by ensuring all activities conducted are compliant with governing regulations, internal policies, and procedures.
Reporting to the Senior Manager, Regulatory Reporting, the incumbent will perform quality assurance reviews on key deliverables, operational processes, and controls; offering recommendations on best practices, and improvement opportunities to drive high efficiency and top-quality reporting; and acting as a key member addressing other regulatory, and compliance related requests upon requests. The incumbent will also assist in executing key deliverables pertaining to the Regulatory Reporting Target Operating Model (RRTOM).
Accountabilities
• Quality Assurance Review
o Perform quality assurance (QA) reviews on reporting deliverables. Ensure adherence to regulatory, and accounting guidelines, and internal procedures; and that methodology, and thresholds are consistently applied.
o Identify opportunities to improve processes and drive efficiencies, as well as enhancing internal controls. Provide guidance/support to team members and oversee the execution of related initiatives.
o Enhance the documentation and tracking of QA observations, recommendations, and timeline of actions taken.
• Regulatory Reporting Target Operating Model (RRTOM)
o Work with the Global Finance Regulatory Risk & Governance team on key deliverables related to the RRTOM Principles: (1) strategy, governance and organization; (2) policies; (3) processes; (4) data; (5) people; (6) technology; and (7) performance management within the regulatory reporting team.
o Assists the Sr. Manager, Regulatory Reporting to monitor the processes and procedures established in key RRTOM policies and procedures, such as Issue Management, Change Management, Performance Management, Inventory Management, etc.
o Participate and/or provide guidance/support to team members to carry out RRTOM initiatives and complete deliverables in a timely and accurate manner.
• Internal Control
o Ensure documentation is prepared and updated regularly for financial and regulatory reporting processes. On an ongoing basis, ensure processes are reviewed regularly and enhanced where required and that controls are adequate, efficient, and function as intended. Complete SOX deliverables accurately and on schedule.
• KPI Reporting
o Complete and submit monthly KPI reporting to governance team or other groups upon request.
o Monitor the Deliverable Master List/BOT Scorecard to ensure timely submission of reports.
o Contribute to the development of KPI on QA monitoring for management.
• Other Projects, Regulatory/Compliance Initiatives
o Champion to run the Compliance Risk and Control Assessment process. Maintain and update the Open Pages and Regulatory Compliance Management tools.
o Participate in other projects/initiatives impacting financial and regulatory filings, as assigned
Education & Experience
• 5-10 years of experience in banking industry, preferably in a regulatory reporting capacity
• Accounting designation preferred
• Strong knowledge of IFRS and financial regulatory requirements from key regulators such as OSFI, Bank of Canada and CDIC
• High levels of analytical, conceptual, problem solving and organizational skills
• Ability to juggle conflicting requirements, manage priorities and time, and to reallocate as required
• Solid communication skills (written & oral) and interpersonal skills with a strong ability to establish relationships with internal customers, as well as senior management
• Working knowledge of EGL/OBI/Smart View, CDM, AXIOM, and/or RRS
• Ability to understand controls in and around systems, ensuring changes implemented maintain or strengthen control environment
