We are seeking a dynamic and innovative Manager Performance, Engagement & Recognition to join our evolving People Experience & Organizational Development team in the People and Equity (HR) Division.
Reporting to the Director, People Experience & Organizational Development, the Manager Performance, Engagement & Recognition will play a vital role in uplifting the City’s Organizational Development (OD) mandate by elevating the employee experience through effective integration of important OD programs across the entire City of Toronto organization. These programs include performance management, employee engagement and employee recognition programs.
What will you do?
- Oversee programmatic components related to performance management, recognition, and engagement, developing, and implementing detailed plans to support this work.
- Recommend and advise on applicable policies, guidelines, and procedures related to talent programs as applicable, utilizing leading practices and data-oriented insights.
- Strategize collaboratively within the team and cross-functionally with partners and stakeholders across the organization to ensure deliverables are meaningful, timely, and impactful.
- Champion a service-oriented approach to all aspects of work ensuring initiatives and programs meet client expectations and internal People & Equity partners are set up for success.
- Drive programmatic success through savvy program management planning including but not limited to the creation of communication plans, tailored leader and employee tools and resources, and elegant program rollout packages.
- Lead various projects related to the evolution and elevation of talent programs under portfolio.
- Foster and develop team employees through continuous learning, motivation, coaching, and accountability.
- Develop, recommend and administer the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.
- Support the development and improvement of an effective talent management framework by working with the Director and other leaders in People Experience
- Collaborate effectively with colleagues in other City divisions to understand and address divisions' unique needs.
- Collaborate closely with the City’s HR Business Partners in our Relationship Management Unit on various policies and programs to ensure programs are designed and implement in ways relevant to the organization.
- Ensure seamless integration and alignment with the talent management framework programs with other programs across the organization, promoting and ensuring a positive and inclusive experience.
- Develop staff throughout their talent lifecycle, providing learning programs for current and future needs of the organization to that feature soft skills learning in addition to hard skills training.
- Evaluate and provide reports and recommendations regarding the effectiveness of the City's organizational development strategies. Collect and analyze data, and develops, tracks and reports on key performance indicators on programs.
- Well-informed of trends, strategies and tactics across other cities and corporations on talent management or organizational development best practices and industry trends to improve identification, development and promotion of diverse talent, and leveraging best practices and an understanding of evolving trends to shape the talent strategy.
- Seek out networking opportunities that promote talent management, new opportunities, and partnerships.
- Set clear, measurable goals by managing all activities of the unit, and appropriate delegation of responsibilities. Provides direction and leadership to the Unit, ensuring that the team is engaged and collaborative.
- Manage and participate in special projects, corporately and within People & Equity Division.

What do you need to succeed?
- Post-secondary education in a relevant discipline (Human Resources, Business Administration, Commerce) or an equivalent combination of education and experience in a Human Resources field.
- Extensive management experience leading an Organizational Development and/or Talent function in a large organization.
- Extensive experience leading, motivating and developing a team of staff, supporting and promoting an inclusive workplace culture.
- Experience using engagement survey tools to identify areas of focus. Ability to manage multiple projects and timelines.
- Ability to develop strategic plans for executives and tactical action points for the delivery team.
- Demonstrated working knowledge in various organization development modules with specific focus on performance management and workplace culture.
