This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.
Make a difference
The Manager, Environmental Health is responsible for the research, development, implementation and management of a centralized pest management strategy that services the entire TCH and TSHC portfolios. They will be a subject matter expert and operational lead for the assessment, development, implementation, and reporting on key environmental maintenance functions including but not limited to:
- Integrated Pest Management Programs (including High Need Buildings)
- Building and Unit inspections (reporting and follow up)
- Mould, Asbestos, and air quality management, testing, and remediation
- Compliance measures and investigations related to the Smoke Free Ontario Act (SFOA)
- Compliance measures and investigations related to the Rentsafe Municipal By Law
The Manager, Environmental Health will be responsible for the scope development, procurement, delivery and quality assurance of pest control service contracts which manage a high volume (approx. 36,000 annually) of service requests, while leading a highly motivated team of staff which is responsible for the investigation, planning, resource development and resolution of approximately 1100-1500 sensitive natured escalations/enquiry’s annually. What you'll do
Program Planning and Implementation:
- Review and analyse service delivery needs on an ongoing basis, based on stakeholder and staff feedback through needs assessments
- Assess and report to the Sr Director, on specific resource requirements
- Document, report and present strategies to the Sr Director and Senior Leadership team
- Facilitate communications (Internal and External)
- Develop and implement program including tactics, tools and strategies
- Participate in cross functional teams on strategic projects that support the divisional and corporate plan
- Act as a change agent in gaining staff buy-in and support on new projects to improve service delivery
Escalation Management
- Act as Primary intake on a volume of escalations from residents, staff and members of the public
- Provide program support and direction to operation unit staff; support staff in the triage, investigation, and timely resolution of all complaints
- Develop and implement processes to close the loop with complaints
Budget and Vendor Management
- Develop and procure pest control and environmental contracts (up to 10 vendors)
- Identify fiscally responsible service delivery models
- Develop and implement quality assurance assessment tools
- Act as program lead in vendor performance management, with a goal of continuous service level improvement
- Act as program budget lead for areas of responsibility
- Act as primary program contact with accounts payable and finance division
- Monitor and implement strategies to improve workflow
Staff and Resident Support
- Act as a subject matter expert on areas of responsibility to support the integrated team
- Lead, motivate, and support a highly skilled management and staff team
- Identify through resident and staff feedback resources requires to enhance outcomes
- Identify and develop new resources (funding and physical) to support vulnerable residents within the mandate
- Provide expert operation interpretation for a variety of legislation, federal, provincial, and municipal
- Participate in various internal, external, and resident committees to enhance program tools and outcomes
- Develop and lead resident and staff education programming
Stakeholder relations
- Participate in City tables to support interdivisional responses
- Be the divisional representative at a variety of internal and external committees and groups related to the mandate
- Facilitate and act as liaison in communications between City and regions on a variety of issues and investigation related to environmental determinants of health
What you'll need
- University degree, diploma or certificate in Environmental Health and Pest Management, or a related discipline, or an equivalent combination of education and experience
- 5 years of Program Management in Pest / Environmental Health Service Delivery
- Demonstrated experience in the development and delivery of programs related to the job call
- Strong business process experience
- A demonstrated track record in program development and project implementation
- Class 2 structural exterminators license would be an asset
- Good strategic thinking and decision-making skills; the ability to develop creative solutions for a variety of current and emerging organizational and industry challenges;
- Well-developed people leadership and relationship building skills;
- Political savvy and the ability to maneuver through complex situations effectively with patience, diplomacy and sensitivity;
- Strong negotiating and influencing skills;
- Excellent communication skills (verbal and written); able to take and defend unpopular positions, and capable of establishing a high level of credibility, both internally and externally, with a wide variety of stakeholders; and
- A true team orientation; actively promoting collaboration within the team and with other stakeholders within TCHC
