Job Summary:

To manage and organize consulting services to the division in the practice areas of employee relations, strategy development and planning; business planning and process re-engineering; performance management; organization design and restructuring; program review and alternative service delivery; program and service improvement; and, change management.

 

Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Provides client-driven, value-added management consulting services to a portfolio of diverse consulting projects reflecting practice areas.
  • Provides policy analysis, formulation, coordination and advice to management regarding programs, services and organization at both a strategic and operational level.
  • Shapes and defines consulting projects in consultation with clients and key stakeholders, determines focus, scope, objectives, methodology and activities.
  • Directs the study process and applies methodologies, collects data, conducts analyses, draws conclusions and develops alternative solutions.
  • Brings analysis and conclusions forward to the client/stakeholders, chairs meetings and promotes systematic discussion.
  • Supports management in assessing and devising solutions from a pragmatic and objective perspective.
  • Works in support of project steering committees and leads interdepartmental teams and working groups.
  • Assumes a temporary, short-term managerial/supervisory role in an organization unit during the transition phase of an organizational change project.
  • Contributes to the development and implementation of strategic organization design and effective management/governance systems and processes at the divisional level.
  • Assists in the assessment and analysis of corporate and divisional organizational effectiveness issues and conducts studies and prepares confidential reports with respect to program and service delivery changes; management policies, systems, processes and practices; management restructuring; and organization change.
  • Leads and/or supports cross-departmental teams in the development and application of divisional policies; identification of a range of options for operations, policies, information systems and management practices; assessment of the implications and viability of each option; and recommends changes to support management priorities and functions and strengthens internal controls.
  • Research, reviews and reports on existing and new management tools and methodologies and advises senior managers on emerging management techniques and other applied social science concepts and their applicability to the City.
  • Promotes organizational learning and development and takes steps to orchestrate change division wide initiatives
  • Fosters and maintains cooperative working relationships within and externally to the division; establishes and maintains contact with professionals in related fields to ensure skills, knowledge and practices are current.

 

Key Qualifications:

  1. Postsecondary education in a discipline pertinent to the position combined with relevant professional experience, or the equivalent combination of education and experience.
  2. Experience providing guidance and advice to management and staff in the effective implementation of human resources practices and policies, legislative requirement and collective agreements.
  3. Considerable experience delivering human resource services in at least two functional areas (Recruitment, labour relations, Health & Safety, Training, Compensation) in a major unionized or private sector organization.
  4. Experience designing, developing and delivering formal training.
  5. Experience preparing comprehensive reports, management correspondence, and presentation materials using Microsoft Office Suite.
  6. Experience utilizing HR/Payroll applications (i.e. SuccessFactors, SAP, ELI, etc.).
  7. Comprehensive knowledge of human resources and related legislation, including the Employment Standards Act and Human Rights Code. Familiarity with applicable collective agreements and human resources policies and procedures.
  8. Excellent consultation and advisory skills with the ability to work at all levels of the organization in assessing organizational needs and developing and implementing effective programs and strategies within a unionized work environment.
  9. Excellent human relations and conflict management skills with the ability to handle matters of a confidential / sensitive nature as it relates to management and unionized employees.
  10. Highly developed business writing skills, critical thinking, judgement, tact, and expertise in facilitating consensus and persuading/negotiating with a variety of stakeholders.
  11. Ability to lead work groups, foster effective teamwork and provide a high level of client service.
  12. Ability to facilitate and present to large and small groups.
  13. Fundamental knowledge of organizational effectiveness, employment equity, employee engagement, and change management principles and practices.
  14. Strong organizational and research skills with the ability to coordinate and manage short and long-term projects/ assignments through to completion.
  15. Knowledge of complement management principles and practices.
  16. Must be familiar with government legislation in the area of occupational health and safety.
  17. Certified Human Resources Professional designation would be considered an asset.
