JOB SUMMARY:
The Leave and Benefits Specialist is a subject matter expert on Hydro Ottawa’s leave management and benefit plans and is responsible for supporting the Manager, Compensation, Pension and Benefits with the administration of these policies and plans. This includes responsibility for all employee matters related to occupational and non-occupational disability management programs, accommodations, ergonomics, AODA and the facilitation of the early and safe return to work of employees.
MAJOR RESPONSIBILITIES
Case manage all employee non-occupational illnesses and injuries including the administration, processing and monitoring of short and long-term disability claims, development and implementation of accommodation plans ensuring compliance with associated policies and procedures.
Manage return to work programs through the company’s disability benefit providers, acting as a liaison between all stakeholders, including the employee, supervisor and bargaining agent.
Monitor ongoing progress of employees participating in modified work programs, ensuring appropriate modified work is established and maintained.
Ensure compliance with the Accessibility for Ontarians with Disabilities Act including the establishment and implementation of individual emergency response plans and ongoing renewals.
Develop and document all internal procedures and process on workers compensation claims management and disability management.
Ensure compliance with the Workplace Safety and Insurance Board Act including reporting requirements.
Process and verify monthly disability/WSIB premiums in accordance with WSIB rate groups and guidelines and complete year end reporting requirements.
Manage disability claims related to occupational injuries, including timely and accurate reporting of such incidents to the WSIB per pre- established WSIB guidelines and liaise with Manager/Supervisors as required to complete these requirements.
Prepare Employers evidence to include collecting/assembling information and meeting with stakeholders to review case history. Participate in WSIB hearings on behalf of the company as required.
Administration of all insured benefit plans in accordance with plan policy, best practice and terms and conditions of employment.
Support the management of the insured group benefit portfolios in Ontario, Quebec and the State of New York as it relates to funding, design, renewals, communications, claims and financial experience analysis, risk management and trend analysis and conduct periodic market reviews and the establishment and implementation of policies and procedures.
Support the ongoing review and analysis of the claims and financial experience of the insured group benefit plans to identify trends, risks and provide guidance on annual policy renewal options and plan design consideration.
Provide analysis and assist with annual benefit plan renewal and plan design changes ensuring appropriate adjustments have been implemented.
Support the management of Hydro Ottawa’s ergonomics program including program development, liaison with third party vendor to facilitate assessments and facilitate implementation of recommendations.
Maintain all benefit programs and ensure pension and benefits related data in the HRIS is accurate and updated including annual rate changes, plan design, roll over, system testing and upgrades etc.
Verify and ensure accuracy of monthly medical, dental, and insurance plan premiums, and quarterly retiree health invoices.
Perform periodic audits of all benefit and retirement plan remittances, enrolment data etc.
Conduct market reviews of benefit programs, including analysis of current offerings versus market trends and industry comparators (i.e. other utilities).
Performs other related duties as required.
EDUCATION AND EXPERIENCE
Post-secondary education preferably in Human Resources
Minimum 3 years’ experience in the administration of group benefit plans
Experience as a disability case manager
Strong understanding of all relevant legislative requirements and general policies and procedures
Member of the Human Resources Professional Association of Ontario
Strong computer skills; proficient in the use of office productivity and collaboration tools, preferably G Suite
English essential, both oral and written; Bilingual (French/English) considered an asset
Working towards or completion of CEBS Professional Designation or CHRL designation considered an asset
Experience working in a unionized environment considered an asset
Workday and Cority experience considered an asset
This is a management group opportunity and salary will be commensurate with qualifications.
Hydro Ottawa offers a Hybrid Work Model. Hybrid work is position specific, the details of which the hybrid model will be discussed with successful candidates.
