This position is supporting the Academic Department of Obstetrics and Gynecology within McMaster University, and is sited at McMaster University Medical Centre.

About the Department:

 

The McMaster University Department of Obstetrics and Gynecology is a large multi-site department with over 100 Geographic full-time, part-time clinical and adjunct faculty located at two fully-affiliated teaching hospitals, community teaching hospitals and other distributed education sites. About the Role:

 

The Manager of Finance is responsible for applying accounting principles in the day- to-day management of finances for the academic and clinical department in accordance with GAAP, University and other relevant policies and procedures. Under the direction of the Director of Administration (DOA), the candidate will be responsible for the management and administration of financial requirements in accordance with directions of the Department Chair and the Department of Obstetrics and Gynecology, university and external sponsor policies and procedures, and department goals and objectives.

 

The Finance Manager is responsible for the day-to-day administration of the finances of the Department. This entails overseeing the financial transactions of the Alternate Funding Plan (AFP), the clinical practice plan, research account reconciliation, department operating funds and education specific restricted funds. In addition, the Finance Manager has a liaison relationship with the department accounts, mostly research related in nature, within both Hamilton Health Sciences and St. Joseph's Healthcare. The Department works under a centralized model, and therefore the Finance Manager is responsible for supporting the processing of travel and expense reports, opening and closing accounts, and accounts payable and receivable for all faculty practices. The Manager advises the Chair and DOA on University and partner Hospital financial policies and procedures. The Manager works closely with the DOA, The Chair, and corresponding faculty committee structures in developing annual budgets for these funds and plays a key role in the annual Hamilton Obstetrics and Gynecology Associates (HOGA) alternative funding plan audit process.

 

Job Summary:

 

The Finance Manager provides effective and efficient management of all financial activities of the Department of Obstetrics and Gynecology.  The Manager is accountable for the financial management and administration of the financial resources in support of the Department Chair and Director of Administration/or the Department in accordance with university policies and procedures, department goals and objectives. The Manager leads financial  strategic planning in the Department and provides consultation and advises the Chair, DOA and Faculty on all financial matters to ensure the efficient operation of the Department.

 

Accountabilities:

 

Responsibilities include meeting all University, Regional Medical Associates and Ministry deadlines, developing and implementing all departmental budgets, individual faculty budgets, annual personnel agreements, year-end reconciliation and reporting up to and including trial balance for external auditors. Also responsible for Alternate Funding Plan projects, including T4 and self-employment payments to physicians; making recommendations concerning expenditure control; informing and preparing budgets for research proposals, educational contracts and trust funds, and providing input to contract negotiations as required; recommending effective strategies to maximize the financial resources; and day to day financial management, relating to finance matters.

  1. Financial Management
 

The Finance Manager, determines financial priorities and plans for the Department and develops, recommends, implements and monitors the annual budgets ensuring that adequate financial controls are in place and that they are in accordance with University policies and procedures. The Manager prepares monthly financial reports for the Chair and the DOA and will consult each quarter providing updated projections for revenue and expenditures and revise the financial plan accordingly.

 

The Manager will be responsible to provide the Chair and DOA with detailed information on the status of the finances of the Department and will act as an advisor for the purposes of making informed short and long-term strategic financial decisions. The Manager is responsible for preparing summary of expenses for AFP accounts and presenting this information to the Hamilton Obstetrics and Gynecology Associates at the Annual General Meeting each November.

  1. Supervision of Support Staff
 

The Finance Manager will be directly responsible for the supervision and leadership of the financial operation of the Department of Obstetrics and Gynecology and those matters directly related to the Alternate Funding Plan. The Manager will engage in team building, performance management, coordinate the resource needs of the staff, balances workloads, assess and meet training needs and will ensure the efficient and effective financial operation of the Department.

  1. Planning
 

The Manager of Finance will develop business plans intended to make the department more flexible, cost effective and responsive to customer need by developing strategic financial plans. The Manager will develop and implement both short and long term plans to ensure the effective and efficient use of all operational resources.  The Manager will work closely with the Department Director of Administration r to define projects, assign priorities and allocate staff while monitoring the progress of new and existing projects.  As a member of the Department’s management team, the Finance Manager will provide strategic leadership and will work collaboratively with managers within the Department as well as the Health Sciences Finance Office to develop procedures and recommendations concerning the business of the Department.

 

Qualifications:

 

Education: A University degree and an accounting designation are both required. Preference for an MBA or similar master’s level in business administration/commerce or equivalent combined with an accounting designation would be preferred.

 

Experience: A minimum of 3-5years effectively managing a multi-disciplinary team, preferably in a university or Hospital environment.  A broad, in-depth knowledge of accounting principles, theories, concepts, and practices combined with a thorough knowledge of accounting applications in a computerized environment. Proven leadership and supervisory skills are essential with a focus on accomplishing department objectives on a sustained basis. Experience with financial data analysis and creating reports based on the data would be an asset.

 

Knowledge/Skills: Proven skills in financial reporting and analysis. Must possess strong management skills. Strong knowledge of the audit process. The successful incumbent must possess working knowledge of Mosaic, Payroll Software (Hyperion and ADP), as well as advanced knowledge of Microsoft Office. Experience in the development of spreadsheets and reports is a requirement. An understanding of Faculty Annual Personnel Agreements, operating and research account reporting, Alternative Funding Process, McMaster University and Research Granting Agency Policies and Procedures is essential. An ability to take initiative in improving processes or developing new processes within the Department to meet changing conditions is required.  Excellent time management, organizational and interpersonal skills are required as well as strong problem-solving skills, with a focus on outcomes. An ability to effectively communicate financial information to audiences of varying sizes and acumen is essential (e.g. Faculty Executive, etc). Above average customer service experience is essential.

The Finance Manager must be able to function in an ever-changing environment with competing demands, priorities and deadlines. The successful incumbent will be expected to explore opportunities to automate and streamline procedures in order to improve the efficiency of the Department.
