The incumbent will be responsible for the evolution and delivery of ERU program learnings including ERU delegate training, the ERU management training, and other ERU specific trainings as required. The Coordinator, ERU Capacity Building Coordinator will ensure that systems to identify, prepare, manage, and retain ERU delegates are updated, developed, and disseminated.
In this role, you will:
Responsibility 1 – Management of Service Line Evolution & ERU program innovation & quality
- Project manages new service lines and service line evolution projects.
- Identify appropriate SMEs, generate workplans, oversee the establishment of proposals, project budgets, approve project’s purchase requests, review expenditures regularly to ensure that projects are operating within approved annual budgets, set KPIs, and report on results for projects.
- Manage the process of integrating new quality standards to the ERU.
- Manage the effective implementation of contractual relationships between CRC and funding sources for service line development/evolution.
- Responsible for project team management, and timely communication with counterparts on project agreement.
- Monitor expenditures, analyze variances, and take appropriate action to avoid cost overruns to complete assigned projects within the approved budget.
- Lead development working groups and set internal coordination meetings to align strategic priorities of service line evolution.
- Support the strategic planning and negotiations for future projects as appropriate.
- Support development of project management systems and effective tools to track progress and report on outcomes.
- Ensure constant work quality and work-load monitoring with project team for effective and efficient project implementation.
- Participate in development of future ERU projects in coordination with Government Relations, Business Development, and other internal departments.
Responsibility 2 – Management of ERU Learnings
- Set strategic priorities for the delivery of various ERU trainings and other trainings within the learning pathway to ensure competency development for delegates.
- Responsible for the generation of an ERU training learning pathway that aligns with IFRC ERU Optimization strategy, improved readiness to deploy, and is competency based.
- Monitor expenditures, analyze variances, and take appropriate action to avoid cost overruns to complete assigned projects within the approved budget.
- Engage and consult with ERU Program team members, as well as People Services L&D and Register Managers to formalize and steward learning pathways ; ensuring resources are housed in relevant CRC systems and easily accessible to relevant ERU Delegate profiles.
- Represent the ERU Program Team as a ERU lead subject matter expert and client with Learning and Development (L&D) counterparts undertaking development and delivery of trainings.
- Identify and steward a pool of internal SMEs (experienced staff/delegates) that can support L&D activities - development or delivery – as needed.
- Support development and evolution of ERU learning and development resources needed to maintain quality programming.
- Act as SME for the development of new ERU required classes for specific profiles to meet quality requirements.
- Act as focal point and provides support to external NSs working on developing ERU trainings.
- Support the Coordinator for learning in insuring delegates are engaged through learning opportunities.
Responsibility 3 – Global ERU optimization and ERU system strengthening engagement with IFRC, ICRC
- Support CRC contributions to Movement wide initiatives focusing on ERU Optimization initiatives in coordination with Director, ERU and Director, International Emergency Response.
- Support the Global ERU Optimization initiative by acting as a core member of the IFRC Project Team as project lead for service lines.
- Lead CRC driven global ERU initiatives and ensure alignment with global response networks, including initiatives under the Health ERU Technical working group, and ERU related elements in the Surge System Strengthening initiatives, in coordination with Director ERU.
- Manage CRC ERU Optimization budget and monitor it’s implementation.
Responsibility 4 – Manages and supports effective project team(s)
- Manage ERU coordinator Development & Quality, and ERU coordinator Capacity Building.
- Maintain a safe and constructive work environment.
- Foster a cohesive, creative, and comfortable working environment, mediating any interpersonal issues within the team.
- Foster teamwork through a professional exchange of experiences and expertise that can be transferred to other areas of work.
- Provide leadership in advocating for and integration of Gender Equality and Social inclusion and sustainable development measures within the team.
- Ensure sharing and dissemination of services related materials to all concerned actors.
What we are looking for:
- Bachelor’s degree in Disaster or Emergency management, Global Health, International Development, Project Management, or comparable related degree.
- Minimum five to seven years of work experience in project/program management, and results-based management, including experience planning, monitoring, and evaluating projects.
- Experience working with the IFRC global surge system/ERUs is a requirement.
- Experience within the Red Cross Movement is required.
- Demonstrated experience in matrix people management.
- Experience in capacity-building programs/projects related to Disaster Management an asset.
- Experience in developing and reviewing operational processes.
- Experience in establishing and maintaining collaborative relationships with CRC internal and external stakeholders (Government of Canada and Movement).
- Strong financial management skills.
- Strong negotiating, influencing and relationship building skills in remote environment.
- Proven analytical and problem-solving skills within tight deadlines.
- Excellent demonstrated working experience in matrix environment.
- Fluency in English is required, French is an asset.
- Strong skills with MS Office suite.
Working conditions:
- The majority of the work is performed in an environment which is mostly clean and comfortable.
- Ability to work non-traditional hours on short notice
- Ability to work in stressful and often ambiguous conditions
- This position may require domestic or overseas travel to attend conferences, workshops and meetings as required.
- If required, and eligible, periodic travel to country operations will be required. Travel for meetings and coordination with IFRC and ICRC may also be required. While most of the work is performed in an environment which is mostly clean and comfortable, field missions can involve working in environments that are unstable and with unpredictable access to basic services in emergency contexts.
- Must be able to be Medical Cleared for travel in accordance with established CRC Medical criteria in positions where travel will be required.
